Creation of the Archiving Component of a Memorandum of Understanding (MOU) Template for International Missions IPDA MOU project members

Purpose Space Agency A Space Agency B Memorandum of Understanding Scientific data obtained by international planetary missions SHOULD be open and shared widely as human intellectual assets. The MOU is the agreement between two or multiple agencies that defines the terms of interaction and obligations associated with a mission. It SHOULD include requirements defining how international access to the data will be achieved. Data Documents Data Documents 2

RECOMMENDED RULES FOR SCIENTIFIC DATA OF INTERNATIONAL PLANETARY MISSIONS Data shall adhere to standards formulated by the International Planetary Data Alliance (IPDA) for data formats and documentation. In adherence to these standards, each agency shall maintain its own archive or utilize another recognized archive (i,e, ESA/PSA). Archives shall be constructed under local guidance from individual agencies with compatible structure to allow international accessibility and optimization of interoperability. in cases of international missions where agencies work together in archiving, a lead authority shall be identified in the MOU. Well documented ancillary data (i.e. pointing and geometry information) shall be included. Schedules for data delivery shall be defined and published releases of the data shall be made available at the individual agencies and via international announcements. 3

Creation data Example will Set up and operate a ground system for the reception, processing, documentation, archiving and distribution of data, as its own cost. Without “Creation”, nobody knows the existence of data. MOU should describe data creation. Essence 4W2H based consideration What: data/system, Who/where: which agency, When: due date, Why: purpose, How: MOU may not include how, How much: who supports budgets. 4

Preservation MOU should describe preservation after mission ends. Essence All missions finish some day. An MOU is often prepared in each mission, and most of the provisions are available only when the mission is active. For data, provisions should be written considering long-term preservation after the mission ends. data Mission data Data Center Example Ensure that all data acquired in accordance with this Memorandum of Understanding by are archived in digital form and properly maintained in for the duration of this Memorandum of Understanding. 5

Accessibility data Example Ensure the direct access to data by. Data is there, but nobody can access the data… Safe MOU should include accessibility to data Essence An MOU is the memorandum between two or multiple agencies, therefore, the accessibility may be limited in these agencies or be internationally accessible. For international missions, especially for scientific data, the MOU should include the scope of data use, and determine the accessibility. 6

Availability MOU should include availability of data data ? ? ? Data is there, and the data is accessible, And with adequate documentation can be understood Essence The availability of data is determined by the effectiveness of documentation. The MOU should specify that the requirement for adequate documentation and clear specifications for accessing the data be included in the data implementation. Example will Develop and provide documentation for all relevant aspects of the mission data. Provide software to enable to establish an interoperable interface. Accommodate to provide close technical and programmatic coordination for interoperability activities. 7

Intellectual Property Rights MOU should include intellectual property rights. Essence In order that planetary scientific data can be used freely, the rules of intellectual property rights, including the individual agencies policies, should be clearly defined in the MOU. Example If multiple copies of same data are in different space agencies the data must be available according to the stated property rights of the originating agency. data Space Agency A Public domain: - Data is free. - Copyright is free. data Space Agency B Scientific purpose is free, but commercial use is not free. Data is the same, but policy is not the same. Download 8

Scope of Publication MOU should clarify the scope of public information. Essence The MOU should include a declaration to identify the scope of publication, especially for the third party’s instruments/spacecrafts. Example Any information relating to the operations of the other party’s mission or of the in- flight performance of any of the instruments on board of the other party’s spacecraft may not be published without consultation with the party concerned. 9
