OUTLINE Development Objectives of the GEF-MTSP Expected Outcomes The Timeframe Most Valuable Results/Innovations and Lessons The Major Challenges The Priority Needs Opportunities

A. The development objectives of the GEF- MTSP is to assist the Government of the Republic of the Philippines in the following areas in: 1.Identifying essential adjustments to administrative institutional, and regulatory practices and existing legislation in order to attract private investments in its wastewater sector; 2.Increasing the effectiveness of the agencies responsible for water pollution control through improved coordination; and 3.Promoting innovative, simple and effective wastewater treatment techniques.

B. The Expected Outcomes are: Increase in coverage of sewerage services in MWSS jurisdiction (% of population) Increase in coverage of sanitation services in MWSS jurisdiction (% of population) Reduction of pollution (1,000 metric tonnes of BOD/year)

The Timeframe November of 2007 – November May 2014

1. Creation of Institutions The Water Quality Management Area (WQMA) and its Governing Board(GB) for San Juan River Basin was created through the DENR Department Administrative Order. Most Valuable Results/Innovations and Lessons

2.Harmonization of Water Quality Monitoring Programs of Pasig River Rehabilitation Commission (PRRC), Laguna Lake Development Authority (LLDA) and the Environmental Management Bureau (EMB)

4.Construction of joint sewage and septage treatment plant 5.Creation of Public Information System 6.Formulation of Sewerage and Sanitation Policies

The Major Challenges and Constraints 1.The Area of Coverage and Jurisdictional Overlaps of National Agencies; 2.The Organizational Structure Shift from a National- Project Specific Function to a Holistic –Locally Focused Entity; 3.Data Availability and Technological Capability at the LGU level; and 4.Finance Sources and Social Acceptability of WQMA projects

The Priority Needs for Capacity Building 1.Action Planning; 2.Community Organizing; 3.Water Quality Management Technologies; and 4.Innovative Financing Including Public- Private Partnerships.

Opportunities for Cooperation with other Projects or Institutions in the Asia Pacific Region 1.Training and Technology Sharing; 2.Joint Financial Ventures; 3.Application of Advance Sewerage and Sanitation Technologies; and 4.Joint Scientific and Social Research.
