UK Government - Context Bioenergy has an important role to play towards UK low carbon objectives by 2050 Also important in meeting the Renewable Energy Directive objectives in 2020 Questions remain over: −whether bioenergy genuinely contributes to carbon reductions; −the availability and price of sufficient sustainably-sourced biomass; −the relationship between bioenergy and other uses of land, such as food production, and other uses of biomass, such as for construction materials; −the environmental impacts on air quality, biodiversity and water resources.

An ERANET plus scheme: −Financing mechanism of the Seventh Framework Programme; −Encourages coordination and collaboration of research programmes between several national programmes; −A single joint call for proposals addressing a common priority; −The EC will "top up" the Funders commitment by 33%. A trans-national programme to support Bioenergy demonstrator projects that are close to commercialisation What is BESTF2?

SET Plan European Industry Bioenergy Initiative Plan to accelerate the development and deployment of cost-effective low carbon technologies Industrial initiative launched under the SET Plan which aims to: enable commercial availability of advanced bioenergy at large scale by 2020 strengthen EU technology leadership ERA-NET Plus - Bioenergy Demonstrations of the EIBI Output from EIBI implementation plan addressing: joint strategic planning and programming for Bioenergy projects accelerated development / deployment of innovative Bioenergy technologies

What is ERANET Plus? Enable the EC to support the organisation of joint calls between national research programmes by “topping-up” joint trans-national funding with Community funding Aid the creation and establishment of technologies to adapt the current energy system into a more sustainable one, less dependent on imported fuel. FP7 ERA-NET Plus scheme

Why BESTF2?(1) 20% of energy needs from renewable sources by 2020 EU targets Achieving GHG emission savings of 60 % for bio-fuels and bio-liquids 20% GHG reduction 1990/2020 Low carbon energy that is sustainable, secure and competitive 10% of energy for transport from renewable sources by 2020

Why BESTF2?(3) Demonstrate bioenergy technologies at scale De-risk private sector investment De-risk new technologies Promote innovation Enhance EU collaboration on large scale projects Answer sustainability and GHG reduction questions

Projects must be collaborative (minimum of two partners from): −UK −Germany −Sweden −Switzerland −The Netherlands −Spain −Denmark BESTF2 – Call scope (2)

BESTF2 Scope (3) BESTF will support bioenergy demonstrator projects that: Fit into one or more of the seven EIBI value chains; Are pre-commercial and will be fit to commercialise within 3-4 years; Are industry-led; Involve collaboration across at least two participating countries; Demonstrate innovation and value for money. Projects may involve: Modifications and start-up of existing demonstration plants; New bioenergy demonstration plants; Supporting scientific, technological, commercial research and economic studies which contribute directly to the goals and objectives of BESTF.

BESTF2 Finances available Potential total budget of €48.6m, made up of: − €17.3 national programme budget − €7m EC contribution − 50% industry matched funding (minimum) National programme budgets are allocated to national projects ie UK budget only goes to UK projects.
