Update on Resolution 3866/Clipper ® Fare Media Transitions MTC Operations Committee July 8, 2011

2 Resolution 3866 Adopted in February 2010 Required transit agencies to transition pre-paid fare media to Clipper-only, among other requirements Listed specific fare media and due dates for the five agencies operating Clipper in February 2010 Failure to meet requirements could result in sanctions, including withholding, restricting or re-programming funds

8 MTC Notification to BART BART missed three transition dates and failed to propose revised dates – High value discount tickets – Senior tickets – Youth and Disabled tickets On June 14, MTC Exec Director notified BART General Manager that sanctions could be imposed for failure to meet the requirements and asked for a corrective action plan with new dates Sanctions could include withholding, restricting or re-programming funds BART submitted a corrective action plan on June 29

9 BART Corrective Action Plan June 29 BART GM letter proposed a 12/31/11 transition date for: – High Value Discount (HVD) tickets – Senior (Green) tickets – Youth/Disabled (Red) tickets Proposed approach: – Outreach and marketing (similar to current efforts) – Phased shutdown of paper ticket retail network – Fully transition EZ Rider parking to Clipper – Requested funding for implementation MTC staff recommendation – Agree to revised date – Collaborate to refine approach – Continued consideration of request for implementation funding

10 BART Corrective Action Plan (Continued) Further, BART proposed exploring additional initiatives to increase overall Clipper usage – Ticket vending machine retrofit to sell Clipper cards – Add fare machine integration Other options include configuring some ticket machines as Clipper-only

11 SamTrans and VTA SamTrans and VTA have initiated Clipper operations since Res was adopted Res requires: – SamTrans transition within 1 year of revenue ready – VTA transition within 1 year of revenue ready and implementation of a day pass accumulator product In discussions to identify the set of fare products for transition and transition dates

13 Next Steps Consult with operators on recommended changes for Res. 3866, including: – Revised dates for BART – New dates for VTA and SamTrans – Other revised dates for the five operators Submit recommended changes to Res at Operations Committee and Commission meetings in the Fall
