Port Capacity and Development Overview of the Plan

Container facilities in both the Inner and Outer Harbours will be required to service the long term needs of the State. Perth Freight Transport Network Plan Implementation Focus – Network Protection Proposed changes to State Planning Policy 5.4: Enhanced guidance on how the policy is to be implemented, with focus on conflict avoidance at early planning stages Guidance and support for local government  Clearer and more comprehensive mapping  Set distances from each asset type to trigger screening assessment Replacing the “target” and “limit” values with a single noise value Standardised noise assessments and management plans SPP 5.4 to retain the L Aeq metric and not adopt the L Amax metric Changes to the planning system will be complemented by : Targetted referrals to DoT Potential on-corridor noise mitigation for freight rail Improved complaints handling, including better information to the public Improved public awareness, through notification on title and Landgate property interest reports

Implementation Focus – IMT planning – Latitude 32 IMT marked for Area 5 High level land requirements mid-2016 Concept plan early 2017 Key factors: Large, long site Alignment flexibility for railway Access - Traffic analysis Assumptions about OH Providing for IMEX and Interstate This work will underpin a business case to the WAPC or Government for the staged acquisition of land in the intermodal precinct.

Perth Freight Transport Network Plan Implementation Focus – IMT planning Large freight villages are the new focus for IMT planning Moorebank in Sydney is a strategic partnership between the Australian Government and SIMTA – 250ha. Provides a model for IMEX and Interstate freight, with terminals supported by extensive warehousing. L32 provides strategic opportunity to lock in all of Area 5 ~ 175 ha.

Perth Freight Transport Network Plan Implementation Focus – IMT planning - Bullsbrook Bullsbrook identified in several studies for IMT. A Planning Control Area has been gazetted over the 83 ha site. Further work being done – site layout, access, enviro to underpin a MRS amendment.

Perth Freight Transport Network Plan Implementation Focus – Rail access to Kwinana Planning started 50 years ago Current single entry and exit point at Kwinana Triangle 1963 MRS provided for a second access corridor (Kwinana Loop Railway)  connects CBH balloon loop to SWM via a corridor parallel to Dixon Road  Supported in 1968 by the gazettal of the Kwinana Loop Railway Act  Never constructed
