Origins of the debate the internet has led to unprecedented access and dissemination possibilities ► access should be easier and cheaper However: Journal prices have risen consirably New publishing business models are being debated Open Access - General

Open access publications openly accessible at no cost over the internet for the user/reader Open access can refer to any form of scientific information (publications of results, data etc.) Open Access - General

an open access requirement does not force anybody to publish. Researchers are free to decide open access does not interfere with a decision to exploit results commercially open access only applies once the decision to publish in an open access mode has been taken Open Access - General

Two main paths towards open access 1. self archiving authors deposit the peer-reviewed manuscripts of their articles, to be available in an open mode, sometimes after an embargo period in order to allow publishers to recup their investment Self archiving is also called ‚green‘ open access Open Access - General

Based on ‚green‘ open access and focuses on peer- reviewed publications in scientific journals resulting from publicly funded research Pilot Initiative until the end of FP7 (experimental phase) Legal basis: special clause no. 39, adopted 20 Aug 2008 for the European Open Access Pilot Initiative for FP7 European Open Access Pilot Initiatives

In addition of Art. III, 30.4 (GA), beneficiaries shall deposit an electronic version of the final manuscript accepted for publication of a scientific publication relating to foreground published before or after the final report in an institutional or subject-based repository at the moment of publication Beneficiaries are required to make their best efforts to ensure that this electronic copy becomes freely available to anymone through this repository: - immediately if the scientific publication is published ‚open access‘, e.g. if an electronic version is also free of charge via the publisher, or - within (x) months of publication Special Clause No. 39

The following programmes are concerned: 6 months embargo period for: - Health - Energy - Environment - ICT (Cognitive Systems, Interaction,Robotics) - research infrastructures (e-infrastructures) 12 months embargo period for: - Socio-economic sciences and humanities - science in society European Open Access Pilot Initiative

Green open access is an experiment to be monitored and evaluated at regular intervals (in parallel with ‚gold‘ open access) Result of the pilot initiative will be regarded as input for the open access policy in FP8 European Open Access Pilot Initiative

Special Clause No. 39 applicable from 20 Aug. to all new grant agreements in the areas covered by the pilot initiative The publications will be stored: Institutional (university) or subject-based repositories that will be accessible via a portal If no repository is available: the Commisssion will provide a temporary repository to store ‚orphan‘ publications Portal / orphan repository will be set up by an external consortium via a call for proposals (DG Infso) European Open Access Pilot Initiative - Implementation
