3 Program Quality Assessment Overview The PQA is the required program evaluation tool for GSRP grantees. Assesses the quality level of implementation of the Early Childhood Standards of Quality for Prekindergarten. Created through the program evaluation grant awarded to the High/Scope Educational Research Foundation.

8 PQA Completion For classrooms recording over more than one day, record the last day of observation and recording. Each grantee will complete only one PQA Form B. A program choosing not to implement any item must score that item Level 1.
