NHSU How can it be a University for Everyone? Warrington 23rd May 2003

NHSU Key Questions for today What is the NHS trying to do with the creation of the NHSU ? What is the essence of a Corporate University? What is the progress to date? How do you think it should be done?

NHSU What would you do if you had to…? transform the service into one where patients are central massively expand the workforce AND develop and skill people to work differently exploit technological advances guarantee clinical quality & meet all the NHS service targets

NHSU ‘Transformational change requires considerable innovation & learning’ Organisational structure: teamwork, networks Information systems: more than just record and control, enable and enrich ‘know-how’ HR practice: promotion of learning at the centre of managing people Organisational culture: openness, creativity, experimentation, learning from ‘failures Leadership: throughout, positive models, ‘walking the talk’

NHSU What are the barriers to learning in the NHS? Time Commitment (from the organisation) Tribes

NHSU The idea and value of a ‘corporate university’ Provides an explicit focus on learning and development Expresses aims, values and priorities of its “host” body Supports re-orientation of the “business” Champions investment in skills, competencies, qualities and self-esteem of staff Makes learning normal by building it into working lives

NHSU But with a difference - achieving full university status Creating high standards & common frameworks Raising staff aspirations & ambitions Making our own awards Engaging in selective research & development Attracting high calibre staff Taking advantage of new provisions in the HE White Paper

NHSU What sort of an organisation will NHSU be? In and of the NHS - owned by it & integrated with it A provider of distributed learning programmes & systems Focused on workplace learning Delivering through a network of local learning networks throughout the country Working in partnership with other learning providers

NHSU Eight Guiding Principles Access - available to everyone Relevance - designed to secure benefits for patients and staff alongside improvements in care Choice - delivered in innovative ways that suit individual learners Support - world-class system to help learners

NHSU Eight Guiding Principles continued Equity - tackling the barriers to fair opportunity and creating opportunities for inclusive learning Multidisciplinary & multi-professional - towards common learning Partnership - working with others and recognising the good work already being done Quality - commitment to excellence in all that we do

NHSU It might look like this

NHSU An NHSU Learner Journey might look like this

NHSU First Phase Programmes & Services

NHSU Expanding the Curriculum health improvement national service frameworks public and patient involvement clinical and interprofessional development leadership and management

NHSU BUT…back to the original question……. How can the NHSU be a University for Everyone? Too ambitious a concept? Practically how can we do it?

NHSU Organisational structure A national HQ (seven Directorates) A small number of ‘schools’ (based on themes not professions) Nine Regions / Divisions in England UK wide?

NHSU Creating a local infrastructure to deliver learning. Partnership agreements with Local Learning Resource Networks (LLRN) Benefits and obligations on both parts: NHSU & LLRN Aiding local approach, infrastructure and resources to call on

NHSU Next steps Initial LLRNs agreed - June Publish Strategic and Business Plan - July / August Publish NHSU Prospectus - September Phased roll-out / launch - November

NHSU We know there are some tough issues to resolve, these include: Making time to learn Who pays for what and how much it costs Making a reality of widening participation Precisely how it will all be delivered Setting and meeting targets Achieving university title and status

NHSU Is continuing to learn & develop at work important to you? Do you feel you know what your learning priorities are? Do you have someone with whom you can discuss this? Can you get the access and support you need to learn at work?
