Background Ensuring a trained and competent workforce is imperative to health education and health promotion. A new certification, Korean Certified Health Education Specialist, was introduced for the first time in It has some similarities with the American Certified Health Education Specialist (CHES) credential established in One major difference is that the Korean certification is government endorsed while the American certification is not government endorsed but rather a voluntary national credential

Purpose to describe the history and organization of the KCHES program to compare the roles and responsibilities of the Health Education Specialist certification in Government endorsed and voluntary national credential systems to outline the roles and vision of the KCHES

Background of the National System for Health Education : Enacted the National Health Promotion Act. Definition of health education Implementation of health education Core contents of health education 1999: Health Educators were trained by Korean Society for Health Education and Health Promotion and Korean Council for University Health Management Education (KCUME) 2003 : Open forum for National system for Health Education, Amended the National Health Promotion Act for The National Certificate of Korean Health Educator : National Task Fore Team Developed 2008: Promulgate the enforcement of the National Health Promotion Act. 2009: Health Education Job Analysis Project 2010 The 1 st National Exam of Health Educators

Definition & Responsibilities (Domains) Domains 1.Needs assessment for health education 2.Planning, Implementation and Evaluation of health education program 3.Development of health education methods and materials 4.Management of health education program 5.Environmental support for healthy life 6.Management of health information 7.Research for health education and promotion Definition The Health education specialist is a professional who educates individuals, groups, and communities to practice voluntary deeds beneficial to health, and who promotes a healthy environment.

The distinct competencies of the Health Educator for Three Grades of practice in Korean CHES (Korean HEJA project) 1 st grade (Advance 2) : Implementation and research for multi-dimension health promotion programs through cooperating among personnel and organizing community resources. 2 nd grade (Advance 1) : Planning, implementation, and evaluation of health education and promotion programs in various settings. 3 rd grade (Entry level) : Assessment of health need and providing services for intervention of health practice in individual level

Korean- CHES: Advanced Level (Grade 2 & Grade 1) Certification Must have taken all Required courses (9 required courses of 22 credits and more, 4 elective courses of 10 credits and more) Must have taken all Required courses (9 required courses of 22 credits and more, 4 elective courses of 10 credits and more) OR Written exam- 210 questions (covering 8 subjects public health, health education, planning and evaluation of health program, health laws, health education methodology, survey methodology, health communication, health service management) Establishes Professional Identity Grade 2 – Class II Exam Eligibility: Minimum 2 years college with: Grade 1 - Class I Exam Eligibility: level 2 certification or graduate degree must have taken all required courses during graduate school and 2 year’s experience in a related area or level 2 certification with 3 year’s working experience in the area of health education must have taken all required courses during graduate school and 2 year’s experience in a related area or level 2 certification with 3 year’s working experience in the area of health education Written exam- 110 questions (covering 3 subjects of greater difficultly; planning and evaluation of health program, health education methodology, health service management)

Passing Point of Examination The passing percentage is 40 % and over of subjects taken and total score of all subjects is 60% and over. Recertification KCHES renew their certification annually, and are recertified every 5 th year. Recertification requires acquiring a total of 75 continuing education contact hours by the end of the 5 th year. (15 hours per year)

National Task Force for the Job markets Final reports were submitted to the Ministry of Health and Welfare on the end of September, Keys contents – Systematic Approach – Step by step approach – Mandatory approach Main Laws, acts, regulations – Health promotions acts – Industry safety and health acts – School health acts – Education acts – Community health acts – Special acts for rural health Employments of KCHES are estimated 2,000 per each year

Summary and Recommendation The Korean CHES needs to show their competencies and excellence in the practice of promoting individual, family, organizational and community heath to increase the awareness of importance of CHES’s roles Regular updating of the competencies that are the basis for the certification is imperative. Consistency is needed in applying rules of eligibility, pass scores and recertification to ensure that the certification always represents the known standard

Summary and Recommendation Korean CHES were not hired actively in Health Promotion field, such as school, industry, community health centers, hospitals, etc. It is necessary for the Korean Government to strengthen the laws for hiring the CHES certified professionals in the Health Promotion fields. Korea CHES Model will lead the new paradigm on World Health Promotion and Education
