What is a BLA? What do BLAs do???
What is a BLA? O The state official responsible for administration and enforcement of state boating laws O BLAs reflect their state/agency and its mission(s) O Range from field officers to chief executives of entire departments O Diversity provides for different perspectives
What do BLAs do? O A wide range of responsibilities related to boating safety Who are the BLAs? O Field officers, regional managers, department heads, career civil service to governor’s appointee O Some work strictly in law enforcement, others manage diverse full service boating agencies
Not all BLAs are created equally O Some can make commitments for their department, lobby Congress, and set their own course and speed O Others need to seek permission through various layers
BLA’s Relationship To NASBLA O BLAs represent their state, including programs that might not be under their direct authority. O May require collaboration with other officials in your agency or other agencies. O Only one BLA per state, but other state members may participate. O One vote per state/territory.

National Standards State Specific Standards O registration and titling requirements O laws for required wearing of PFDs/life jackets O additional equipment requirements O mufflers and noise levels O requirements for waste discharge, no discharge zones, and litter laws. O special requirements for mandatory education, licensing, rental operation, and proficiency test certifications. O age/horsepower restrictions and adult supervision requirements for children.
National Standards State Specific Standards O laws further defining careless, reckless, unsafe, and negligent operations boat speed limits and operation in zoned and restricted areas. O laws on operating under the influence of drugs and alcohol O law enforcement officer authority and boater responsibility to comply. O boat accident reporting requirements including how, when, and where to file the report. Accident reports are legally required when the accident involves: 1) disappearance or loss of life; or 2)personal injury requiring medical treatment beyond first aid; or 3) property damage in excess of current state or federal thresholds; or 4) complete loss of the boat O a state approved boating accident report form or U.S. Coast Guard form O other laws or regulations as required by the state approving authority
