GROUP REPORT ON NIRMAL BHARAT ABHIYAN GROUP-IV

Key Issues Convergence with MGNREGA Motivation of beneficiaries/IEC activities Technical issues in Construction of toilets Suggestions

Convergence with MGNREGA Convergence started in many of the states Convergence has led to better implementation of scheme & ghost & bogus units minimised to the larger extent. States are largely following MGNREGA Guidelines for 19 unskilled mandays & 6 skilled mandays. Continuous flow of funds is needed from the NBA & MGNREGA for efficient implementation.

Motivation of beneficiaries/IEC activities Intensive IEC Campaign for awareness Need for behavioral change for beneficiaries Non using of toilets due to local customary beliefs Due to lack of water availability in villages Model toilets may be constructed in Towns & cities to motivate the rural people.

Technical issues in Construction of toilets Some states expressed the problems of constructing the toilets in hard & rocky soil Scarcity of technical expertise for construction of the toilets. Renovation/replacement of the dysfunctional toilets required. Individual beneficiaries not having sufficient space

Suggestions Delayed payment to the beneficiaries may be avoided. Stage wise payment may be allowed Role of Chairman, Member Secretary is to be included in the NBA Guidelines In rocky & hard soils, use of machinery & enhancement of incentive to the IHHL beneficiary may be considered.

Suggestions Contd….. To meet the requirement of personnel for giving mark out & construction local youth be identified & trained by the RWS & Housing Department. Upgradation of two pit system with septage clearing programme.
