Products introduced by travellers in personal luggage Based on Council Directive 97/78/EC Art.16.1.(a) foodstuffs and pet food of animal origin introduced from third countries for personal consumption carried by travellers in luggage or vehicles possible to enter EU territory via any BCP exempted from veterinary border inspection controlled by Customs upon entry Implemented by Commission Regulation No 206/2009 risk based approach total ban -> limited amounts derogations for safe countries

Controls at Finnish borders ”The controls of goods of animal origin introduced by travellers are carried out in accordance to Commission Regulation No 206/2009. The competent authority in Finland meant in Art.5.1 of the Regulation is the Customs.” controls carried out by Customs (also BG) at all entry points at EU external border guidelines provided by the Finnish Food Safety Authority randomised / targeted Customs checks scanning equipment in use as detection aids seizure of illegal consignments; also possible voluntary abandonment decision for each consignment & signed by the person responsible no costs or penalties imposed to person responsible register on confiscated goods: country of origin / category / amount annual reporting to the EU commission

Storage and destruction ”In Finland the Customs is responsible for the appropriate storage at BCPs of goods of animal origin to be confiscated as well as for submitting the goods for destruction.” storage in dedicated freezers purchased by the Customs freezers, transport containers and commercial documents to be marked ‘Category I material – only for destruction’ pick up of goods based on a contract accompanied by commercial document –date of pick up, ‘Category I material’, amount, BCP concerned, name and address of transporter, name and address of place of destination –information to be compared by Customs with the bill for incineration –1 copy stays at BCP, 1 copy to transporter, original to place of destination –to be kept for 2 years sent to incineration to an approved plant

Awareness raising ”Information to travellers and to the general public shall be provided in accordance with Commission Regulation No 206/2009 Art.3. In Finland this is the responsibility of the Finnish Food Safety Authority and Customs” ”International passenger operators, including airport and port operators and travel agencies shall provide information to their clients in accordance with Commission Regulation No 206/2009 Art.4.”
