ECC PT1 is the lead group on mobile in CEPT ECC PT1 is responsible for mobile broadband issues in CEPT CEPT preparation for WRC-19 agenda item 1.13 (frequency bands for future development of IMT) CEPT preparation for WRC-19 agenda items 9.1.1, and European harmonisation of spectrum identified for MFCN Sharing and compatibility studies in MFCN spectrum

ECC PT1 and WRC-2019 preparation CPG-19 (Conference Preparatory Group for WRC-19) in April 2016 tasked ECC PT1 to lead CEPT preparation for the following agenda items for WRC-19: 1.13 – IMT 2020: to consider identification of frequency bands for the future development of IMT (5G) Unpaired 2 GHz: coexistence between the terrestrial AND satellite components of IMT in the frequency bands MHz and MHz – BSS Sound: compatibility of IMT and Broadcasting Satellite Service (sound) in the frequency band MHz Machine-type communications: to study the technical and operational aspects of radio networks and systems, as well as spectrum needed ECC PT1 will draft CEPT briefs and ECPs accordingly 9

ECC PT1 is the CEPT entity contributing to ITU-R WP5D 12 Since the establishment of the ITU-R WP5D “IMT Systems” (successor of ITU-R WP8F) in January 2008, ECC PT1 has been contributing to its work by presenting the CEPT positions on the issues on the agenda of WP5D, including: Development and update of ITU-R Recommendations and Reports on IMT Digital Dividend ( MHz for Region 1) IMT-Advanced submission and evaluation process Cognitive Radio Systems (CRS) Femtocells (home base stations) 3.5 GHz 700 MHz IMT 2020 ECC PT1 is brand recognised at the international level and in the industry

IMT 2020 ECC PT1 (SWG E) has started work on IMT 2020 (5G) to develop CEPT contributions to ITU-R WP 5D on the following topics: 1.Technical requirements & Evaluations 2.Process and circular letter Frequency bands for IMT 2020 will be considered for WRC-19 under Agenda Item 1.13 by ITU-R Task Group 5/1 ECC PT1 is leading the CEPT preparation for Agenda Item 1.13 At ECC PT1#52 in April 2016:  The list of bands to be studied and agreed was discussed (SWG A)  A liaison statement was sent to 3GPP to note that existing harmonised bands such as GHz could be used for IMT 2020 systems requiring large bandwidths (SWG E)  An input was submitted to ITU-R WP 5D on technical performance requirments for IMT 2020 (SWG E) A new SWG will be created for the next ECC PT1 meeting in September 2016 to address the AI 1.13 issues in more detail. Future meetings are likely to be prolonged (5 days instead of 3) to accommodate this work 13

Response to EC mandates CEPT Reports currently under deveopment The following issues are currently being addressed in response to EC Mandates Mobile Communications on Vessels (MCV): Draft CEPT Report 62 Coexistence between seaborne UMTS and LTE with terrestrial networks in the 1800 MHz, 2100 MHz and 2600 MHz Technical conditions for use of MCV To be approved by ECC in June 2016 Mobile Communications onboard Aircraft (MCA) Network Control Unit: Draft CEPT Report Technical studies on making NCU optional onboard MCA enabled aircraft Conclusions: NCU is not required for GSM or LTE, but should remain mandatory for UMTS To be sent for public consultation by ECC in June
