IPCC Institutional Planning Coordination Committee

Status of IPCC IPCC is a governance committee that began meeting in September 2009 IPCC has been meeting every Monday since July 2010 IPCC reports to the Campus Executive Committe

Mission of IPCC The Institutional Planning Coordination Committee 1.Organizes the college planning process a)Identifies existing plans b)Develops an organizational chart for plans c)Establishes timelines for when plans are due 2.Assesses the effectiveness of the planning process a)Develops a template with criteria for acceptable plans b)Encourages the self evaluation of plans 3.Makes recommendations for sustained continuous quality improvement 4.Develops strategies to promote campus buy-in for an integrated planning process a)Updates the college Planning Handbook annually 5.Identifies trends and common needs in plans that reveal institutional needs

Work of IPCC Response to accreditation recommendation 1: integration of – Planning – Program Review – Resource Allocation

Work of IPCC: Planning Planning includes processes to develop the Educational Master Plan (which defines college goals) and other college plans (e.g., Technology Master Plan, Student Services Master Plan, Human Resources Plan, etc.)

Work of IPCC: Planning Plans generate resource requests on an annual basis, based on plan goals Plan Review is a new, annual process where plans report on progress toward goals in the Spring semester A Planning Annual Report will summarize progress on each of the college plans

Work of IPCC: Program Review Program Review is the process by which programs are evaluated – Instructional programs (division level) – Student services programs – Administrative services programs All programs go through Program Review every year in Fall semester (previously Program Review was every 6 years) Programs fill out a Program Review document that includes data/trends, program plans, and resources needed to complete plans

Work of IPCC: Program Review Programs make resource requests based on their plans Resource requests are tied to program plans, college goals, and/or student learning outcomes A Program Review annual report will be published each year to inform planning

Work of IPCC: Resource Allocation Resource Allocation is the process by which resource requests are prioritized and funded – Resource requests come from plans and from programs (through Program Review) – Requests are validated by the Program Review Committee and IPCC according to relationship with college goals, SLOs, etc. – Requests are prioritized by committees Employee requests are prioritized by Hiring Allocation Committees (IHAC, SSHAC, CHAC) Non-employee requests are prioritized by the appropriate standing governance committee (Academic Affairs, Student Affairs, Administrative Affairs, Campuswide Computer Cooordinating Committee)

Work of IPCC: Resource Allocation Recommendations for final funding are made through governance by the Budget Committee, based on the prioritizations of the standing governance committees and the hiring allocation committees
