TRANSFORMATION CHARTER FOR SOUTH AFRICAN SPORT

The Transformation Charter The National Sport and Recreation Plan (NSRP). NSRP contains the Transformation Charter as a formal policy guiding transformation in Sport in South Africa. This Charter has been adopted by the entire sport sector of our country and has an accompanying Multi-dimensional Scorecard. The Scorecard measures the targets that are set against the dimensions in a scientific way to determine progress or lack thereof. The whole NSRP (including the Sport Transformation Charter and its accompanying Scorecard) were subsequently adopted by the South African government at a Cabinet meeting of 18 May This Charter represents guidelines for the South African sport sector including national and provincial federations, clubs, universities, colleges, schools as well as their sub-structures.

SCORECARD For a scorecard to be effective it has to: 1. Present clear and consistent messages; 2. Reflect reasonable and creditable numbers; 3. Be easy to understand; 4. Provide stakeholders with the ability to connect the scorecard to what they do every day; 5. Be timely and updated frequently; 6. Use a combination of numbers, charts and graphics; 7. Measure variance, trends, percentage of change in each of the selected dimensions. 8.The ultimate purpose of sport’s transformation strategy is to bring about and accelerate demographic change in all its structures in tandem with improving performance levels.
