Joint Public Hearing - Closed Redevelopment Agency & City Council Amended and Restated Redevelopment Plan for the North Stockton Redevelopment Project Area November 15, 2005

Amendment’s Purpose Tonight’s hearing is limited to the consideration of adding the 92 acre Tri-Valley Cannery Property to the N. Stockton Redevelopment Project Area The proposed amendment has NO impact on any property within the current North Stockton Redevelopment Area The Agency has NO interest in acquiring any property within the Project Area

November 1, 2005 Proceedings Joint hearing opened to describe proposed amendment Request from Councilmember Lee to clarify via a letter to all property owners of applicability of eminent domain in project area prior to tonight’s hearing Hearing closed and continued to tonight

PAC Meeting November 7, 2005 Project Area Committee (PAC) for the North Stockton Project Area voted unanimously to recommend approval of the amendment to the North Stockton Redevelopment Area.

Amended and Restated Redevelopment Plan The Redevelopment Agency, (“Agency”), and the City Council of the City of Stockton, (“City Council”) are to consider the proposed Amended and Restated Redevelopment Plan (“Amended Plan”) for the North Stockton Redevelopment Project Area, (“Project Area”) Proposed Amendment would add 92 acres of property located along Eight Mile Road, (“Added Area”) Added Area includes the Cannery facility which has been vacant since its bankruptcy and closure in 2001 Provides Agency with authority to implement redevelopment and affordable housing programs Not a specific land use plan; City’s General Plan continues to remain in effect Enables Agency to collect tax increment revenue to fund projects within the Added Area No changes to redevelopment in Existing Project Area

Report to the City Council “ Added Area” Conditions/reasons for redevelopment, including: Unsafe and Unhealthy Buildings & Land Factors that Hinder Economically Viable Use Impaired Investments Depreciated Property Values High Vacancies

Report to the City Council (Cont.) “ Added Area” Tax increment estimated at $76 million (gross) for the Added Area only $15 million for housing $22 million to taxing entities $39 million for projects

Environmental Analysis “ Added Area” City previously prepared an Environmental Impact Report (the “EIR”) related to the adoption of the existing North Stockton Project Area The EIR was certified by the City Council on July 13, 2004 and City Council adopted findings, a statement of overriding considerations and a mitigation monitoring program With proposed Added Area, the Agency has prepared an Addendum to the EIR (“Addendum”) Based on analysis contained in Addendum, no additional environmental review is required for consideration of the Amended Plan Planning Commission approved the Addendum/Initial Study ( IS18- 05) to the previously certified Final EIR for the North Stockton Redevelopment Plan (FEIR7-03) on October 13, 2005

Recommendations City Council Action Adopt a resolution making written findings in response to each written objection to the Amended and Restated Redevelopment Plan made prior to the close of the public hearing pursuant to Health and Safety Code Section (California Community Redevelopment Law). Adopt a resolution making findings under CEQA and readopting the Mitigation Monitoring Programs adopted in connection with the approval of the Redevelopment Plan for the North Stockton Redevelopment Project and Cannery Park Mixed Use Development, to ensure their applicability to the Added Area under the Amended and Restated Redevelopment Plan for the North Stockton Redevelopment Project. Approve an ordinance adopting the Amended and Restated Redevelopment Plan.

Recommendations (Cont.) Redevelopment Agency Action Adopt a resolution approving an amendment to the Five Year Implementation Plan for the Amended and Restated Redevelopment Plan for the North Stockton Redevelopment Project Area. Adopt a resolution making findings under CEQA and readopt the Mitigation Monitoring Programs adopted in connection with the approval of the Redevelopment Plan for the North Stockton Redevelopment Project and Cannery Park Mixed Use Development, to ensure their applicability to the Added Area under the Amended and Restated Redevelopment Plan for the North Stockton Redevelopment Project.
