One-Stop Center Service Design

Service Integration ●WIOA increases the quality, integration, and accessibility of One-Stop services. ●Services are delivered via a national network of One-Stop centers, as in WIA. Wagner- Peyser Employment Services cannot stand alone, and must be delivered along with required One-Stop partner programs. ●States may develop integrated intake, case management, reporting systems, and fiscal and management accountability systems.

One-Stop Centers ●Each local area must have 1 comprehensive One- Stop center that provides access to the services of all required partners. ●A local area may also have affiliate One-Stop centers with any subset of partners, or specialized centers. ●Local boards certify One-Stop centers every 3 years, using criteria written by the state board on effectiveness, accessibility, and continuous improvement. ●One-Stop operators will be designated or certified through a competitive process.

Core Programs ●Adult program ●Dislocated Worker program ●Youth program ●Wagner-Peyser Employment Services ●Adult Education ●Vocational Rehabilitation WIOA Identifies “Core” Programs

Required Partners In addition to the core programs, WIOA identifies the following required One-Stop system partner programs: ●Career and Technical Education (Perkins Act) ●Community Services Block Grant ●Indian and Native American Programs ●HUD Employment and Training Programs ●Job Corps ●Local Veterans’ Employment Representatives and Disabled Veterans’ Outreach Program ●National Farmworker Jobs Program ●Second Chance Act programs (reintegration of ex-offenders) ●Senior Community Service Employment Program ●TANF (under WIOA Governor can waive requirement) ●Trade Adjustment Assistance Programs ●Unemployment Compensation Programs ●YouthBuild

Optional Partners ●National and Community Service Act programs ●Social Security employment and training programs, e.g. Ticket to Work ●Small Business Administration employment and training programs ●Supplemental Nutrition Assistance Program (SNAP) employment and training programs ●Vocational Rehabilitation Client Assistance Program ●Other appropriate federal, state, or local employment, education, or training programs, including those provided by libraries or in the public sector Local boards can include additional optional partners in One- Stop centers, including but not limited to the following:

Memorandum of Understanding (MOU) ●The MOU will describe: ○Services provided and coordinated through the One-Stop system. ○Funding of shared services and infrastructure costs. ○Referral methods between partners and One-Stop operators. ●MOUs will be reviewed every 3 years. Local Boards Negotiate a MOU with every One-Stop Partner

One-Stop Center Infrastructure Funding ●One-Stop partners must contribute to the maintenance and infrastructure costs of the One-Stop delivery system. ●The Governor will give local areas guidance for One-Stop infrastructure funding negotiations. ●Local boards negotiate with One-Stop partners. ●If a local board is unable to reach agreement, the Governor determines how much each partner will contribute within certain caps. ●Local MOU will describe One-Stop infrastructure funding.

Common Identifier ●A common identifier will help job seekers and employers readily access services. ●WIOA allows states, local areas, and other partners to have additional identifiers. ●ETA is consulting with state and local boards and stakeholders. ●After the Department of Labor Secretary announces the identifier, the ETA will provide guidance and technical assistance on identifier implementation.
