To assert UEB as a key player in European research UEB : A key player in the field of research : More than 70,000 students, of whom 2,700 are studying for a doctorate 13,000 research and development-related jobs, such as researchers and engineers, in Brittany 4.5% of French civil research workforce. UEB : A regional area with an international attractivity : a “region of knowledge” within European cooperation in research and higher education. The consolidation of their strengths will : make UEB more widely known establish the region’s position as a key player in European and international research, particularly in terms of international rankings

To share activities and resources in a collective strategy UEB can ensure the implementation of projects which are common to all or some of its members within the following fields : the common signature of scientific production research application and technology transfer support for the development of support platforms for research and higher education the creation of an international doctoral college with the joint management of doctorates Belonging to consortia and membership of activities throughout the European higher education and research space

To position itself as regards research, increased prestige, and doctoral studies, to develop scientific public-private cooperation and licenses The UEB’s missions are therefore clearly directed towards broadly-defined research… …but the terms of the decree leave open all the possibilities of joint activities within the field of higher education.

Université Européenne de Bretagne 9 Activities UEB uses Activity-based management, monitoring and auto-evaluation techniques. The UEB’s missions comprise two types of activity:  Scientific cooperation activities corresponding to strategic objectives  Horizontal technical activities whose goal is the implementation of UEB projects

Université Européenne de Bretagne 15 Europe and international development Missions To develop all the various missions to strengthen the UEB’s influence at both European and international levels : become a member of European networks, particularly those of European research-based universities To create European and international professorial chairs To optimise the use of European research and higher education systems by the UEB’s constituent institutions To promote Breton research by participating at international trade fairs and exhibitions To welcome and support foreign researchers and students To encourage Breton researchers and students to participate in international mobility Projects Welcoming of a German scientific delegation from Saxe region Organisation of a joint event with the Ministry of Higher Education and Research: ‘Young researchers in the Europe of research and higher education’ (à conserver ?) Participation in the setting-up of the ‘European Technology Institute’ network and platform Putting online of a French as a foreign language portal for non-French speakers

Université Européenne de Bretagne 16 Development of research application and technology transfer Bridging the gap between academic research and the business world, this activity is organised around the collaborative service of Bretagne Valorisation® which has been operational since Missions to support researchers in their innovation initiatives to facilitate the transfer of results from the research unit, e.g. by offering patented technology and expertise, and the concluding of research contracts with socioeconomic partners Achievements since contracts supported in 2006 a turnover of € 10.6 million the setting-up of 3 businesses, with 4 more in the pipeline a portfolio of 90 patent lines Projects to extend the services of Bretagne Valorisation® to all of the UEB’s member institutions to spread the ‘research application and technology transfer’ culture and to systemise the detection of projects within the research units to develop result protection and to increase technology transfer

Université Européenne de Bretagne 17 Joint research Missions To promote the creation of scientific platforms and to participate in their maintenance To ensure the coordination and the sharing of major pieces of research equipment First achievements Support of the ‘Maison des Sciences de l’Homme en Bretagne’ (Science of Man in Brittany Centre) platform Survey of technical support centres for research in Brittany Projects Establishment of procedures and indicators for the development of research and higher education technical support centres Support for the granting of research and of post-doctoral positions which work on projects capable of contributing to the excellence of research in Brittany Setting-up of support tools for the GIS (Scientific Interest Groups) and for research clusters with international appeal A research event: meeting with the directors of the research units in June 2008

Université Européenne de Bretagne 18 Statistics, reporting, monitoring and quality certification Missions To develop observatories like SIPRODUCT (monitoring of the integration into working life of doctoral students) and ORESB (Brittany regional higher education observatory) To draw up a management chart to monitor all the activities conducted within the UEB To introduce a quality management system within the UEB First achievements Organisation of observatories to monitor student integration into working life Development of a forthcoming study relating to student employment prospects and networks Establishment of quality management: setting-up of a steering committee Introduction of monitoring activities: compilation of indicator data sheets Projects Quality: implementation of quality management in the three fields of research units, doctoral theses, and observatory-produced analyses Observatories: the construction of new analysis models; the development of a prospective approach; the construction of a ‘network’ of former students Reports: core management indicator entry and analysis
