In response to the March 2013, OMB M-13-08, which directed Executive Departments and Agencies to use a shared service solution for the modernization of core accounting or mixed systems, the General Services Administration (GSA) started looking across the available offerings – Oracle at Treasury and SAP at USDA. During this review process, it was determined that GSA could not do a full product migration in the available timespan, and the estimated costs of moving were prohibitively high. Ultimately, the USDA and GSA CFO negotiated a “Lift and Shift” action that resulted in a seamless migration to USDA, a designated Shared Service provider, with no degradation in service, reduction in staff, and provided a ready-made Shared Service option for the Federal community. In November 2013, approval was given by OMB for GSA to use Administrator’s authority to assign the Financial Management Line of Business (FMLoB) and transfer personnel to the USDA This collaborative effort would advance the President’s Management Agenda and it would create tangible savings for the American taxpayers as well as significant benefits for GSA and USDA. This was the commencement of the Pegasys Financial Services. Pegasys Financial Services 2

On March 22, 2015, U.S. Department of Agriculture (USDA), Office of the Financial Officer (OCFO) acquired Momentum financial system (Pegasys) and created Pegasys Financial Services (PFS). PFS is now responsible for providing Financial Management services to GSA and 44 Boards and Commissions. Pegasys Financial Services 3

The transition allowed GSA employees to be impacted as least as possible. Their paycheck, leave balance, health insurance, allotments, etc. were carried over with minimal concerns. Employee work responsibilities and duty stations did not change. PFS employees are located in Washington, DC; Kansas City, MO; and Fort Worth, TX. During transfer, the service level of work continued. o Accounting Operations o Payments and Collections processed o Bills generated and mailed o Mandated reporting dates met The “Lift and Shift” 5

During this year, GSA was able to retire a customized billing and accounts receivable module by implementing the Billing and Accounts Receivable (BAAR) module of Pegasys and allowed for the decommission of GSA’s decades-old, custom-built legacy system, National Electronic Accounting and Reporting (NEAR). The decommissioning and implementation provided the following benefits: Improving GSA’s ability to provide timely and accurate financial information for customers Enabling GSA customers to access and download billing statements and billing information electronically through the Vendor and Customer Self Service (VCSS) website Eliminating GSA’s mailing of paper billing statements and the delivery of electronic billing files by or file transfer protocol (FTP) Reducing the use of printed paper to support GSA’s efforts to achieve a “Zero Environmental Footprint” Allowing agencies to manage access to their billing and collection data through VCSS, by providing improved security and greater customer control Supporting the government-wide efforts to standardize financial management and the way billing data is populated in the Treasury Intragovernmental Payment and Collection (IPAC) files Accomplishment Benefits 7

Pegasys Financial Services 9 USDA is the only Federal Shared Services Provider that provides Momentum to customers. Delivering fully integrated core financial systems that enable improved decision-making and planning with Momentum. Provides transparency and inclusion to customers across all operational areas

USDA is looking to grow the Financial Management Line of Business (FMLOB) USDA will work to be designated a full FMLOB provider for the Momentum offering, to be able to grow the Momentum offering, and to find economy of scale savings for customers USDA will then offer both systems, Momentum and SAP, and allow customers to choose the option that best meets their needs Going Forward 10

Currently, USDA, in collaboration with the Unified Shared Service Management Office (USSM), is working to standardize the Pegasys offering on a common code base across the Shared Service providers, share subject matter experts, and provide additional users of Momentum financials with a low risk, low cost Shared Service option.
