Empowering Citizens Directly: Using ICT to Promote Accountability The Bolivia Experience: Geo-referencing Geo-referencing can increase accountability in development and improve project quality by: –Linking projects to demographic data to show poverty impact (Bolivia) –Providing citizens with data on location of development projects, so they can visit sites –Ultimately, allowing citizens to upload data on project quality as part of supervision Procurement Monitoring in the Philippines: Geo-referencing and Crowd Sourcing Pilot program with the Department of Education: textbooks, school furniture, construction of school buildings Leverage to adapt to the Road Watch program with the Department of Public Works and Highways : road construction & maintenance New collaboration with AFR: pilot plans in DRC
