Annual General Meeting of ICASA 13 TH MAY 2016 PRESENTATION IS PART OF PROCEEDINGS OF AGM

Agenda-1:Decision Taken in AGM dated Adoption of rules and bye-laws of the association and its registration ◦The document has been finalized and given to the lawyer for registration of society. ◦Registration process is expected to be completed in one month. Training Policy and Issues (a) During Probation (b) After Probation ◦The representation regarding the training of ICAS probationers was prepared and submitted to CGA ◦No visible progress has been made in this direction. Promotions: (a) SAG and above (b) below SAG ◦Promotions are not being done timely. ◦CGA is requested to make the check list of all the objections raised in the past and prepare the checklist for compliance before the next proposal is submitted again

Agenda-3: Recreational Activity Plan The activities have been updated on the ICASA website The members can choose the activities in which participation required Cooperation of all the members required to make it success. Advance intimation is required for activities. Discussion of separate Fund for Recreational and Cultural Activity Executive Committee may take up additional activities during the year.

Agenda-3: Academic Council Activities Holding of Seminar, workshops and lectures ◦To give platform to ICAS Officers to share their success/failure stories ◦Experiences and contribution made by them in the Ministries/departments ◦Some prominent personalities can be invited as key-note speakers ◦Plan of Action- ◦Identification of speakers/prominent personalities ◦cost by association or contributory? Publication of ICASA Journal ◦High quality articles from retired or serving officers and other experts ◦Interview of Ministers/Secretaries/FAs/CMDs of Banks/PSUs etc. ◦Need to register Journal form Editorial Board etc. Quarterly web based newsletter ◦To cover news about service, INGAF, news in ministries etc. ◦Constitution of editorial board ◦Identification of personnel for web publishing

Agenda 4: Inauguration of ICASA Website A separate website of ICASA has been developed and deployed Following are the key features of the website- ◦Registration of members ◦Probationers Portal ◦Photo Gallery ◦Event Management ◦Document Management ◦Blog and Discussion Forum Threads (with moderation)

Key Features of Website ◦Leadership corner (for motivational write ups) ◦Ticker on main page ◦Linkages with the social media ◦Permanent Mail ID of President, Secretary and Treasurer ◦System generated monthly newsletter sent on ◦Automatic triggers on for new events. ◦Member login and profile management ◦Officers achievement corner to display the extra ordinary work done by ICAS Officers

Agenda-5: Membership Fees and Communication with the Members of Association Proposal ◦Mandatory registration of each member on the website of association ◦Membership will be activated on the receipt of membership fee ◦All the information will be centrally available to all registered members ◦Association will take up the matters with the registered members only ◦Only registered members will be invited/entertained for the activities of the association.

Agenda-6: Contribution of Members for Service/Farewell Dinners Farewell to be organized for all willing members of association at convenient date preferably once in quarter by clubbing all such eligible cases. Contribution is not sufficient to cover the expenditures. Whether to continue with subsidizing the expenditure or to increase contribution to match the expenditure. Executive committee is proposed to be authorized for increasing the contribution to match the expenditure and also to organize farewell as proposed above.

Agenda-7: Issues raised by various members of the Association The promotion of officers to STS The issue of MEA regarding the posting of CCA Filling up the posts of PFMS Steps taken for collaboration with other accounting services Matters taken up along with COCSA ◦Parity with other services ◦Representation regrading disclosure of Assets ◦Parity in housing facilities ◦Representation to seventh pay commission

Agenda-8: Joining of CoCSA and Other federation ICASA has joined the confederation of civil services association. Objective is to pursue the common interest of all civil services In discussion with other accounting services associations to form a group of accounting organizations to pursue common interest Propose to ratify the joining of ICASA CoCSA and authorize the ICASA to join the accounting services associations group

At last….. General Body approves all the activities and resolutions Lack of Support from many of association members is Disappointing but Not Discouraging Grievances against the individual office bearers of the association should be directly communicated. Grievances reflects the expectations which individual officers have from association. Officer bearer took it as one of the indicators of good work being done. Officer bearers are working objectively and there is no personal interest involved. Executive Committee thanks all members for showing confidence in it and also raising the level of expectations from ICASA. Special thanks to all the members (particularly council members) who actively supported the activities of the association
