As discussed.. after reviewing section of the 2011 VTrans Spec Book the Division Office would consider these (Traffic Control Plans –TCP) construction drawings (see page 1-37). Based on Section 105 of 2011 Spec book VTrans would be doing a conformance review. Ie does the traffic control plan meet any TMP requirements, follow the MUTCD, meet any project specific requirements for closures, number of lanes open, time of closures, delay, que length etc. This also makes the TMP an important document for the contractor to have if traffic scenarios have been analyzed and found to not be acceptable. This also means that the designer will have to think about traffic control early in the design and document anything that is not allowed or not feasible (I believe VTrans does this in the scoping of bridge projects for accelerated construction.) I discussed this question with Josh Schultz and if a designer knows a traffic issue is not going to work they need to document it. This will help TSMO if they are reviewing a Traffic Control Plan and provide a basis for rejection or acceptance of contractor developed TCP’s. This will also help the Resident Engineer during the construction phase and closeout if a contractor makes a delay claim based on TCP plan rejection or modification. To put it in plain English: The designer needs to set the expectations of the contractor (TMP) and then see if they are following those expectations (conformance review).
