What’s in a Name?  OneCPD+ is now Community Compass Department-wide; no longer CPD-focused Helping communities navigate challenges and achieve their goals Providing assistance Facilitating connections  Building Capacity and Achieving Results Increase customers’ capacity to successfully carry out HUD programs/policies Improve compliance with regulatory requirements Assist customers to undertake housing, economic & community development 5

Community Compass Terms  What is Technical Assistance? Guidance which enables HUD’s customers to overcome a lack of specific skills or knowledge of HUD programs, and by doing so, results in successful performance and compliance of those programs.  What is Capacity Building? Assistance which increases the ability of customers and their partners to organize and independently undertake or expand affordable housing, community development, and economic development. 6

Community Compass Overview (cont.)  What does Demand Response mean? HUD, customers, and/or TA providers identify TA and capacity building needs. HUD prioritizes the identified needs and assigns or tasks TA providers to conduct the technical assistance or capacity building.  What is the difference between an output and an outcome? Outcomes are results achieved or benefits derived from the TA and measure a change in the customer’s behavior or circumstance. Outputs are deliverables, usually quantified by number produced, delivered, attended, etc. and do not measure a change in customer’s behavior or circumstance. 7

Community Compass Overview (cont.)  Community Compass TA providers may be asked to: Provide direct technical assistance to customers of programs included in the NOFA, such as: Competitive and formula recipients and subrecipients Public housing agencies Native American Tribes Multifamily housing owners Better Buildings Challenge partners Housing counseling agencies Develop products or tools 8

Develop and/or deliver remote and/or in person group learning opportunities Develop and/or manage public and restricted web portals Develop and launch mobile applications Conduct data analysis and performance measurement management Operate HMIS Data Lab Prepare Annual Homeless Assessment Report (AHAR) Assist HUD receiver for PHAs in receivership NAHASDA allocation formula administration and negotiated rulemaking 9

Awards are made via cooperative agreements Significant government involvement More flexible than a contract Fees are prohibited; awardees cannot receive reimbursement for more than actual costs incurred Demand-response model for TA activities TA need is identified by HUD, customer, or TA provider HUD approves the request and assigns activity to a provider based on the skill set and expertise required The provider prepares a work plan for review and approval by HUD 10

Community Compass Application Tips  Obtain a DUNS (Dun & Bradstreet Universal Numbering System) number. This is required for all applications submitted in response to this NOFA.  Current registration in Central Contractor Registry (CCR) is required; register or update registration in the System for Award Management (SAM) at  Only one application per applicant is allowed. If applicant submits multiple applications, HUD will only consider the last one submitted. 15

Community Compass Application Tips  Carefully read Community Compass NOFA and follow all instructions.  Use the Application Checklist provided in the NOFA as a guide to help ensure that the application contains all required elements.  Ensure completed applications are received and accepted by Grants.gov no later than 11:59:59 PM Eastern Time on July 23,

Community Compass Application Tips  Follow limits related to page count, font size, and margins as stated in the NOFA.  Eligible Community Compass applicants are: State or local unit of general government Institutions of higher education Public Housing Agencies Indian tribes Tribally designated housing entities National and regional organizations representing Native American housing interests Nonprofit organizations For profit organizations 17

Summary of Changes  Increased page limit  Applicants include a list of qualifications for subcontractors and consultants (excluded from page limit maximum)  Rating Factor 1 changed to Capacity of Applicant and Relevant Experience  Rating Factor 2 uses Community Profile (City, County and Tribe) instead of Scenarios  Applicants propose TA plan that addresses one or more objectives  Expanded to include more funding sources and eligible applicants (see slide 17 in this presentation) 18
