The Equality Measurement Framework This framework will: Be a way of understanding how equality is progressing across Britain over time. Be a tool for public bodies, to help them identify important equalities issues. Help public bodies decide how to prioritise resources and how to focus their equalities work.
The Development of the Framework Developed by the Commission and the GEO working with the ONS, the Welsh Assembly and the Scottish Government; and using researchers from LSE, Oxford and Harvard. It is the first of its kind in the world. Looks at three different aspects of equality 1.Outcomes 2.Process (discrimination, dignity and respect) 3.Autonomy (empowerment, choice and control)
The Development of the Framework An international human rights approach identifies ten domains of life where measuring equality is important. Five ‘spotlight indicators’ measure each of the 3 aspects of equality for all of the protected equality groups (eg race, disability etc.) in each of the domains. The 10 domains are: 1. Life 2. Physical security 3. Health 4. Education 5. Standard of living 6. Productive and valued activities 7. Participation influence and voice 8.Individual family and social life 9.Identity expression and self respect 10.Legal security
