Webinar Objectives 1.Plan for the completion of the Tier II Final Report and the Tier III Work Plan, Budget and Budget Justification. 2.Describe the evaluation criteria and process for moving from Tier II to Tier III funding.

Part 1 FINAL REPORT & DOCUMENTS

Tier II Final Report Partnerships ◦ Strengthened in Tier II ◦ Interest in moving forward to Tier III Deliverables ◦ Governance Document ◦ CER Question Grid ◦ Communication Plan ◦ Plan to connect with national stakeholder (or reasons for why it isn’t appropriate for your partnership)

Ask Yourself  In what ways have you built the partnership’s collaborative leadership?  To what extent have you and your partners fulfilled their roles?  How have partners contributed to solving problems that emerged during the project?  In what ways have you eliminated barriers and resolved conflicts that made progress difficult?

Tier III Workplan o Workplan (5 page max.) ◦ Milestones for the project include: ◦ LOI to a broad PCORI (NOT P2P) funding announcement ◦ Plus key sections of a full proposal o Co-leadership plan (1 page max.) o Timeline with expected completion date of milestones (2 page max.) ◦ Adequate time is allocated to complete each milestone with quality partnership engagement

Ask Yourself  What specific plans have been created as a result of your interactions with partners in Tier II?  What kinds of decisions would you like to make in Tier III as a partnership?  How can your project help sustain what is important for your partners and other external stakeholders?  What roles do you envision for partners to develop the deliverables?

Tier III Budget o Total budget does not exceed $50,000 o Indirect rate is no more than 10% of direct costs o Salary cap of $200,000 o No one person’s salary can exceed 50% of the total budget and this line cannot exceed 60% of the total budget. o Only required lines include details o Personnel, Non-Personnel, Travel & Meeting, Misc, and Indirect o Brief description includes detail, but not full justification

Tier III Budget Justification o Up-to-date budget justification form o Budget items are within the correct broad categories o Budget items are allowable o No funding for travel to PCORI sponsored trainings/meetings o Adequate compensation for: ◦ Patients/researchers ◦ Partnership development activities ◦ Communication

Leadership Transition Plan If applicable o Who? o Tier II Lead/Awardee  Tier III Proposed Lead/Awardee o Why? o How will you address the gaps? o How will you pass on knowledge? o How you will notify partners? o New leaders, describe a successful example of a community-engagement or capacity-building

Part 2 EVALUATION CRITERIA AND PROCESS

How the evaluation works o Documents due April 30, 2016 o Notice of funding status Early June 2016 o Tier III begins July 1, 2016 o Evaluation = Staff members from both PCORI and your Pipeline Award Program Office (PAPO) working together to evaluate PAPO PCORI +

Evaluation Focal Points Part A: Logistics o Readiness – do you want to move to Tier III? o Communication – have you been talking to your PAPO? o Reports – are your reports present and on time? o Trainings – did you do the required trainings (the ones provided by PCORI)?

Evaluation Focal Points Part B: Partnerships Tier II Partnerships – did you build up and formalize relationships with patients, stakeholders, and researchers? Tier III Partnerships – have you established partners that want to move forward with you to Tier III?

Evaluation Focal Points Part C: Deliverables o Comparative effectiveness research question grid o Communications plan o Governance document o Plan to connect with national stakeholders (or description about why this is not appropriate for your partnership)

Evaluation Focal Points Part D: Tier III Planning Documents Work Plan is no more than 5 pages ( + 2 page timeline) The proposed activities are: 1. Allowable (not research) 2. Within the project scope (i.e. includes deliverables, true patient engagement, partnership development, etc.) 3.Reasonable in the 12-month timeframe 4.Aimed at developing a CER proposal

Evaluation Focal Points Part D: Tier III Planning Documents o Use the templates o Align with PCORI budget requirements o Include only allowable activities o Pay all partners fairly o Be reasonable for the timeframe o Avoid repeating any suggested changes from your initial budget

You will NOT be evaluated on… o Any reporting done in the time between tiers o Work done between tiers o If you DON’T do work between the tiers – consider taking a break!
