USMC Position USMC concurs with and supports the vision behind these recently promulgated policies USMC has several concerns regarding their implementation.

Under Secretary of Defense Memo of 22 December 2003 mandates: Effective 1 Jan 2004, no new or developing DoD logistic systems shall use either MILS formatted messages, or MILS messages wrapped with XML headers / tags for information interchanges.. Impact: Use of MILS is restricted in any new logistics system investment program –GCSS-MC and new purchases of Software will comply

Under Secretary of Defense Memo of 22 December 2003 mandates: Effective close of business 31 December 2004, MILS formatted messages shall no longer be used within or between DoD systems Impact: Eliminate the generation and transmission of logistics transactions using the 80 character MILS format. USMC has approximately 45 Systems that generate these transactions today

USMC Concerns Concerns focus on cost and schedule. USMC is currently reducing the number of legacy systems via the System Realignment and Categorization (SRAC) processes. This process should be completed prior to making costly changes on systems that may be eliminated in the short term. It is impractical to make changes to required systems by 1 January 2005 due to resource and time constraints.

USMC Concerns The referenced policies do not allow for USMC to budget for, and implement to stated timelines FY04/05 execution funds have already been programmatically allocated and are not available to support this initiative. There is insufficient time to implement EDI/XML in impacted logistics systems: –develop new interface agreements in place of all MILS interfaces, –develop and issue contracts to software developers; and –conduct lab, system-system interface, and field-testing, and phase implementations due to workload impact.

USMC Concerns The transition from MILS is a significant undertaking Implementing these unprogrammed changes and modifications to our information systems necessitates dramatic changes in various business areas, some of which are outside the domain of the logistics community

Under Secretary of Defense Memo of 22 December 2003 mandates: Draft Plans for migration of systems to DLMS due no later than 28 Feb 2004 –Elimination of the MILS –Incorporation of UID in application system databases Final migration plans are due by 16 April 2004 –USMC Will Provide Migration Path Plan showing migration into compliant systems

USMC Requests USMC Requests that these challenges and constraints be recognized by modifying the planned implementation schedule to accommodate prudent fiscal planning.
