Health Care as a Legal Right Estelle v Gamble 1976 established the constitutional right of prisoners to adequate health care in the United States The Supreme Court held that “deliberate indifference” to the serious medical needs of a prisoner violated the 8th Amendment’s prohibition against cruel and unusual punishment.

Office of Health Services ● Purpose: provide clinical and administration oversight to the department in the areas of medical care, nursing, dentistry, pharmacy, laboratory and radiology services, food services and nutrition. ● Staffing: direct supervision of 11 central office staff positions and technical or clinical support of over 300 staff assigned to facilities in the roles of physicians, nurse practitioners, nurses, dentists, physician assistants, medical clerks, and food service workers. ● Population Served: Average daily population of 1230 youth up to age 21 in secure facilities across the state with 13,000 admissions annually. 38,000 are served daily in non secure settings.
