Charter Review Task Force Balance Of Power Subcommittee November 24, 2014

Current System Since 2001 MayorCity manager Elected directly by voters Hires City Manager with the consent of Council Only Mayor can initiate firing of CM Mayoral powers were granted at the expenses of Council- appointing Committee chairs, veto authority, Etc. Title is Chief Executive Officer Responsible for running the city. Has ability to hire and fire department heads

Examining the Current System AdvantagesDisadvantages Non-Political leadership (independent of politics) Department heads selected by Manager ‘free of elected officials’. Lack of clarity in roles and responsibilities Lack of accountability Manager works for Mayor Mayor has too much power – runs the Executive branch free of accountability & controls Lacks checks and balances Council has little independent power

Advantages of Moving to Mayor-Council System with Professional CAO Clarity of roles to voters Checks and balances Professional leadership by CAO Stresses political leadership Higher capacity for policy innovation Greater capacity to forge coalitions and overcome political resistance Greater response to change of mayor Council focuses on representational role Focused political accountability for voters

Values Applied to Reaching Substantive Proposals Accountability with respect to policy development and administration. Capacity to provide basic services and address pressing social & economic needs. Citizen engagement to improve the quality of City decision-making. Clarification of responsibilities of those governing the City. Consistency with constitutional and statutory requirements. Continuity and stability of City governance. Continuous improvement of City government and the Charter. Cooperation with other local government entities in our region. Costs of governing the City and of implementing Charter amendments (CAO salary lower than CEO Salary) Efficiency and effectiveness of government operations and programs. Honesty and integrity in City government. Inclusion and representation of the diverse elements of our citizenry. Leadership in addressing problems and moving the City forward. Responsiveness to citizen concerns. Simplicity of the Charter’s provisions. Transparency of government decisions and actions. Understandability and persuasiveness to voters of proposed Charter amendments.

Peer City Analysis: Chamber of Commerce Rankings

Peer City Analysis (Part 2) Our peer cities and those we compete against for jobs are largely led by Executive Mayors, not City Managers Greatest challenge to cities today are economic/financial – not corruption. Mayors have best ability to lead efforts to attract employers/businesses to region - requires political leadership Mayors have best ability to lead efforts to share services/merge operations – requires political leadership

Overview Clarity of who is in charge, and accountability for City services. Finger-pointing and ducking responsibility for poor performance will stop; and Voters will finally know who to hold accountable for the quality of City services.
