SantaBarbaraCA.gov FIRE DEPARTMENT CELL PHONE ROUTING Fire Chief Pat McElroy 1

SantaBarbaraCA.gov Cell Phone Routing 1967 President Johnson’s Commission on Law Enforcement and Justice recommend a creation of a single number to report emergencies 2

SantaBarbaraCA.gov Cell Phone Routing 3

SantaBarbaraCA.gov Cell Phone Routing 35 days later the first call was placed in Haleyville, Alabama 4

SantaBarbaraCA.gov Cell Phone Routing California 1973 Ronald Reagan signed the Warren Assistance Act into law Established California’s state run system Established State Emergency Telephone Number Account (SETNA) 5

SantaBarbaraCA.gov E When you called from a landline, the dispatcher was given the address where you were calling from and dispatched accordingly 6

SantaBarbaraCA.gov Cell Phone Routing In 1970s a new wrinkle appears in the system: The Mobile Phone 7 Most of these phones were in cars, it was assumed they would be reporting problems on the roadways Because of that, all calls were routed to the California Highway Patrol (CHP)

SantaBarbaraCA.gov By 2010, 250 million calls were made each year By 2015, 80% of those calls were coming from wireless phones Cell Phone Routing 8

SantaBarbaraCA.gov Cell Phone Routing In California, 25 million calls are made each year 9 Over 80% (and climbing) are made from cell phones There are 35 million cell phones in use in California Virtually one for every man woman and child in the state

SantaBarbaraCA.gov California – 20,000, cell calls a year CHP PSAPs in California, handle 49% of calls 425 additional PSAPs handle the remaining 51% 55,000 calls per day

SantaBarbaraCA.gov Cell Phone Routing There are over 300,000 wireless antennas in California 11 Carriers are continually updating or installing antennas

SantaBarbaraCA.gov What happens when you call on a cell phone 12 Your call is routed to a cell tower That tower will have multiple antenna from a variety of carriers Each antenna is assigned an ESN (Emergency Service Number) An ESN is a 3 digit number, that determines which PSAP will handle your call. For example ESN #123 might be the CHP. Whereas ESN #456 might be for Santa Barbara PD.

SantaBarbaraCA.gov When a new antenna is installed a coverage map shows that anticipated coverage of that antenna 13 A decision is made and the wireless service providers are then instructed which ESN is assigned to that tower

SantaBarbaraCA.gov Transfers versus Optimal Routing 14 The wireless infrastructure in California needs to be continually audited to ensure the correct routing of calls

SantaBarbaraCA.gov May 23, 2014 a mass murder takes place in Isla Vista 22 6 killed 7 wounded by gunfire 7 struck by assailants car

SantaBarbaraCA.gov Dozens of calls are picked up by that cell site All of them are still routed 40 miles away to the Ventura CHP 23

SantaBarbaraCA.gov April 2015 Assemblymember Das Williams requests that the state office investigate that cell site 24 In May 2015 the office reports cell site has been routed correctly Assemblymember Williams sends out a press release announcing the change

SantaBarbaraCA.gov Isla Vista In August 2015 test calls are made that reveal the cell site still routes calls to Ventura CHP It is reported again and fixed within 12 hours There is no quality control in place 25

SantaBarbaraCA.gov Challenges to the SETNA Fund 26

SantaBarbaraCA.gov Who are our customers? What are their expectations? Millennials are now more than 25% of the US population 53.5 % of the workforce in 2015 Their view of what a smart phone is, or does, is drastically different from ours They will NEVER have a landline 27
