HAITI / Health Cluster 2 | Haiti Health Cluster background The Cluster began operating three days after the earthquake and a Health Cluster Coordinator was assigned full time to support the presidential emergency committee established, to coordinate international health relief effort As of 22 March, there are 353 agencies registered with the Health Cluster, most of them international Sub-working groups were created to develop concrete strategies to guide the response

HAITI / Health Cluster 3 | Haiti Health Cluster Strategy Primary health care and mobile clinics: 55 NGO’s are reporting and agencies manage 160 mobile clinics sites. Minimum package of care has been drafted but not yet approved by MoH Hospitals and trauma care: a list of functioning hospitals (field hospitals) has been compiled, including the specialties available. 2,000 Hospital beds are available as of today in 43 hospitals (MSF has 500 beds). A referral system is now in process of being developed. Health information management: One consultant working with MoH to establish a situation room, the variables to be monitored are yet to be agreed upon.

HAITI / Health Cluster 4 | Haiti Health Cluster Strategy Mental health and psychosocial support: mental health consultant from WHO/PAHO to support MoH Disabilities: over 4,000 amputees estimated. 20 NGO’s and agencies are participating in this group, chaired by Handicap International and CBM. WHO/PAHO has also a consultant making the liaison with MoH Early warning of communicable diseases: This group is managed by WHO/PAHO and MoH, with participation of various agencies and bi laterals with a daily briefing.

HAITI / Health Cluster 5 | Haiti Health Cluster Strategy Medical supplies: WHO/PAHO through PROMESS is currently supplying the MoH with essential drugs as well as NGOs running mobile clinics. 4 WHO Logistician deployed + 1 PAHO LSS Logistician deployed A strategic committee composed of NGO’s and IO agencies that will remain in Haiti long term has also been established to discuss specific technical and operational issues. Field offices: established in Leogane and Jacmel. Gonaives and Jeremie will follow.

HAITI / Health Cluster 6 | Haiti Health Cluster – Logistics Related UNHAS/LogCluster helicopters MI-8 are the perfect size and means of transport for medical supplies. Inter- agency health kits (IEHK) providing medicines and medical devices for people for approximately 3 months and other medical equipments are delivered to districts hospitals and health partners all over the country on a regular basis. From 29 January to 20 March, 47 MT and 217 m3 of medical supplies were dispatched all over Haiti by helicopter.

HAITI / Health Cluster 9 | Haiti Health Cluster – Logistics Related Radio communication: –Deployment of VISADA QDK Satellite communication system. –WHO/PAHO Haiti migrate to standard UN VHF com system. 100 VHF ordered. Prefabricated accommodations and offices purchased from UNHRD and assembled by WHO Logistician.

HAITI / Health Cluster 10 | Haiti Health Cluster – Logistics Related Strengths: –Available emergency stock of medical supplies at PROMESS managed by WHO/PAHO during the first onset of the emergency –LogCluster/LRT immediately deployed in PaP, with the usual well known team. –Deployment of 3 helicopters 2 and half weeks after the earthquake Challenges: –Access during rain and cyclone season which is starting –Military and MINUSTAH assets hard to be available for humanitarian purpose during the first 2 and half weeks –First medical shipment from Brindisi HRD reached Santo Domingo on 22 January –Unavailability of UNHRD building team for prefabs

HAITI / Health Cluster 11 | Haiti Health Cluster – Logistics Related Way forward: –How to continue the delivery of medical supplies after end of April when UNHAS Helicopters will go? If WHO/PAHO gets the 4 Clinton Fondation pickups, they will serve for this purpose For longer term perspective, discussion with MoH on how to revive the former delivery system and supply chain should take place. –How to improve the immediate availability of military assets during the first 2 weeks until humanitarian assets are deployed? –Does FITTEST as the capacity to serve other partners during the first onset of an emergency? –Does UNHRD as the capacity to serve other partners for building prefabs during the first onset of an emergency?
