Meeting Objectives Present current plans for the Hennepin County District Court project at the Bloomington Civic Plaza campus Answer questions about the proposed project Seek direction /consensus from the City Council to return at a future meeting for approval of the Development Agreement and Lease

Overview Project overview: Two story, 33,685 sq./ft. addition to the Bloomington Civic Plaza building Three levels of government working together to serve the public - State of Minnesota Fourth Judicial District Court - Hennepin County Public Defender - State Board of Public Defense - Hennepin County (leasee)/ Judicial Partners Sheriff, Public Defender & Community Corrections - City of Bloomington (lessor) and other south suburban municipalities

Overview Hennepin County District Court facility will: Replace Hennepin County Southdale court facility to serve citizens in south suburban Hennepin County (Bloomington, Richfield, Edina, St. Louis Park, MAC) Have two courtrooms (one high volume courtroom, one flexible use courtroom) Continue to hear only non-felony offenses Be the work setting for a multi-jurisdiction staff of 30+ Letter of Intent

Project Benefit Equal access to justice for south suburban court users, consistent with regional court services delivery model (Southdale in Edina, Ridgedale in Minnetonka, Brookdale in Brooklyn Center) Partnering with the municipality that experiences the largest share of judicial activity in the south suburban Hennepin division Replacement of the current Southdale facility, that is at the end of its useful life (40+ years old) –mechanical equipment, weapons screening, renovations are too costly.

Existing Parking Supply Total Parking Supply – 395 Stalls East Lot A (113), West Lot B (240), West Lot C (42), West Lot D – Not Included 154 stalls available during the AM peak (Lots A, B, C) Typical Day: 41% Parking Availability 51 available stalls in West Lot D Data collected in 2016 during typical day with no events.

Overview of Parking Demand vs. Parking Supply Analysis Parking Demand vs. Supply 5 days (2% of the year) 246 of the 251 court days (98% of the year) 221 days (88% of the year) 100 person or less event occurs 17 days (7% of the year) A larger person event occurs 8 days (3% of the year) 251 Court Calendar / Business Days Per Year 88% of the 251 Court Calendar Days the parking supply is expected to be sufficient.

Parking Management Strategies Fully Utilize Lot A – Staff parking and/or Implement wayfinding and other information strategies Utilize Lot D - for relocation of City Fleet vehicles and additional staff assigned parking Reduce Parking Demand Peaks - Coordinate city plaza event schedule with District Court calendars to reduce peak parking demand Encourage Transit Ridership – Investigate Utilize Off-Site Parking Lots When Needed – Make agreements (e.g., St. Luke’s Church) and provide appropriate wayfinding and directional signing Electronic e-Court Servicing – Reduce number of in-person case load
