[IL1: PROTECT] Care Act 2014 – Summary of Reforms 1.Adults’ well-being, and outcomes, is at the centre of every decision; 2.Focus on preventing and delaying needs, and integration and partnership working is reinforced; 3.Carers placed on same footing as those they care for; 4.Embedding the right to choice through care plans and personal budgets; 5.New national eligibility criteria; 6.From April 2016, a ceiling on care costs incurred by adults; 7.Deferred payments scheme with wider range of opportunities; 8.Self-funders entitled to ask the local authority to procure services to meet their needs; 9.Places adult safeguarding on a statutory footing; 10.Extends the opportunity for independent advocacy;

[IL1: PROTECT] Demand New eligibility criteria for clients unlikely to affect the majority of councils (?) Self-funders: increase in numbers seeking assessments arising from incentives –Number in residential care range from 15% to 55% –Numbers in receipt of home care approximately half the figure for residential care Carers: No published work available but a significant increase for assessments arising from the incentives on offer to those meeting eligibility criteria Commissioning & Procurement: Services for self-funders and carers Direct Payments: increase in demand potentially from carers The Cap & Extended Means Test will increase numbers receiving State support nationally from 38,000 in 2016/17, to 98,000 in 2025/26
