Industrial Emergency Response for Municipal-Based Responders

The Purpose of this course is to provide the knowledge for municipal based responders to recognize hazards related to industrial events and to determine and implement appropriate strategies and tactics with regards to required resources to safely mitigate the emergency

This class will be delivered in two parts, Phase I and Phase II, which are both 16 hours. Phase I is a prerequisite to Phase II Phase I is an awareness level course consisting of classroom only Phase II is an expansion on the strategic knowledge gained in Phase I, basic tactics, and implementation of those tactics to correctly mitigate an industrial emergency on a small scale

Phase I will… Describe the characteristics of industrial emergencies Enable responders to identify locations in their jurisdiction that are industrial locations Discuss preplanning, identify importance of building relationships with local industries and other response organizations Describe situational awareness and methods to maintain situational awareness during a response Identify key components for responder safety Explain the importance of air monitoring during an industrial emergency.

Phase I will… Identify Hazardous Materials (HazMat) by recognizing shipping/storage containers, and interpretation of their markings through use of Material Safety Data Sheets (MSDS) and the Emergency Response Guidebook (ERG) Enable responders to describe potential hazardous situations that may arise at industrial locations Identify the basic principles in ICS, staff positions in the ICS, describe the operation of a Unified Command and when a transition from ICS to a Unified Command may be necessary

Phase I will… Discuss emergency-scene factors for evaluation en route to a location, identify information to obtain upon arrival at an emergency scene, describe fire ground factors for consideration during the scene size up, and discuss the importance of risk management Discuss the importance of ongoing situational awareness during an industrial emergency, describe factors for assessment to determine a strategic response, identify the tactical priorities for any emergency response, and discuss the necessary resources and tactical options for responding to an industrial emergency.

Phase II will… Review the knowledge gained in Phase I Compare the defensive and offensive response modes. Discuss the different types of portable fire extinguishers and extinguishing agents. Describe the systems that aid in exposure protection at an industrial emergency site. Explain the method of capture and control to isolate fire sources. Describe foam application equipment and techniques. Identify vapor dispersion techniques.

Phase II will… Identify appropriate training for municipal responders who may respond to an industrial emergency Discuss strategic and tactical guidelines related to specific industrial emergencies Identify considerations for extended operational periods Exercise practical application of equipment that can be used to aid in the mitigation of an industrial emergency

Phase II will… Exercise the safe use of provided response equipment, practice implementation of a response and appropriate communication techniques during the response, Exercise the responders ability to anticipate the behavior of the emergency during implementation of the strategic plan and tactical objectives and to evaluate and modify that implementation as necessary during the hands on exercises

At the completion of both Phase I and Phase II, a municipal based responder should have an understanding of what an industrial emergency can be, what their appropriate strategy should be based on required resources, and IF those resources are available how to SAFELY implement them in a tactical operation to mitigate that emergency.
