All-Hazard Mitigation Plan Update Susquehanna County Kick-Off Meeting April 28, 2016

Review of Hazard Mitigation  Hazard Mitigation – Sustained actions taken to prevent or minimize long-term risks to life and property from hazards and to create successive benefits over time.  Hazard Mitigation Plan – A community driven, living document used to reduce vulnerability to hazards. *A plan must be in place to apply for and receive mitigation grants and pre or post disaster grants.

Primary Objectives  Reconvene the Planning Team (Purpose of tonight’s meeting)  Assess current conditions, hazards and capabilities existing within the County  Facilitate public involvement in the plan update process  Produce a County Hazard Mitigation Plan that FEMA approves “pending adoption” (County and Municipal adoption)

Municipal Requirements  Attend meetings  Provide local information  Actively participate in the planning process Supporting agencies are encouraged to participate as noted above.

Plan Update Process  1) Reconvene the Planning Team  2) Update the Hazard Mitigation Plan’s Risk Assessment (Appendix 5 – Hazard Identification/Risk Evaluation)  3) Assess Capabilities (Appendix 3 – Capability Assessment Survey)  4) Update Mitigation Strategy (Section 6 – Posted on the Planning Team webpage)  5) Determine Plan Maintenance Process  6) Obtain Mitigation Plan Approval and Adoption

Hazard Mitigation Plan Components Continued  Section 8 – Plan Adoption Each Municipality & the County must adopt the County’s Hazard Mitigation Plan after the update receives FEMA approval. The plan is updated 5 years to the date of the first Municipal adoption. Existing HMP Adoption Overview  Section 9 - Appendices

Forms – Appendix 5 Hazard Identification/ Risk Evaluation Worksheet  Appendix 5 – Hazard Identification/Risk Evaluation Worksheet Used to evaluate previously profiled hazards and to identify any new hazards that may exist. Part 1 – Note any changes in frequency of occurrence, magnitude of impact, and/or geographic extent Part 2 – Evaluate a list of hazards not profiled in the existing HMP for possible inclusion in the HMP update

Section 6 – Mitigation Strategy  Review the 2012 HMP Goals & Objectives to determine if they should be carried over to the 2017 Plan (Table 6.2-1)  Review your municipality’s mitigation actions to determine if any have been completed and can be noted as such, if any remain to be completed and should be carried forward into the 2017 Plan, or if any remain to be completed but should be removed due to lack of funding or changes in the feasibility of the action. (Table 6.4-1) Was made aware that actions in new HMP updates need to be specific, not broad. Any action that you may request federal funds for must be included in the HMP.

Next Steps  Complete forms distributed during Kick-Off Meeting and return to EMA – Municipalities and Other Stakeholders  Obtain grant for hiring of a consultant to pick up and proceed with the HMP update process – EMA  Hire a consultant – Susquehanna County Commissioners  Continue to participate in the HMP update process as led by the consultant – Municipalities and Other Stakeholders
