Humboldt Path Also builds upon the Ferry Landing to Gate 6 Road Planning Project (NMTPP). Over the last four years, Staff and numerous members of the community have participated in both the NMTPP projects. The City has utilized the expertise of Walker Parking Consultants; Royston, Hanamoto, Alley & Abey; CSW Stuber Stroeh; Sandis Civil Engineers; Parisi Associates; and Alta Planning + Design.

Current Draft Plan The bicycle facility will serve commuter bicyclists who either park in muni lot 3 and ride or otherwise ride from points north to the ferry landing for transit to San Francisco in the mornings. Planned as a shared path -- in the presence of pedestrians, bicyclists will be expected to dismount and walk. Bicyclists cannot legally ride against one-way vehicular traffic on Humboldt Avenue and the existing off-street facility there is inadequate. When the morning bicycle commute is over, the proposed facility is available to pedestrians visiting or who have parked and are walking to downtown destinations or returning to their parked vehi cles.

Current Draft Plan If approved and constructed, Humboldt Avenue improvements (including the bicycle facility) would reduce the number of public parking spaces on the west side of Humboldt to five from the twelve that existed there before the Bridgeway to Ferry Landing improvements were constructed. Reduction results in part from the widening of the sidewalk and conversion of diagonal, head-in parking to parallel. Reduction also results from improvements to the entry to and exit from muni lot 2. The existing narrow driveway would be split into two separate driveways, making both entry and exit operations safer and better conform to current standards. As was the case with the Bridgeway to Ferry Landing improvements constructed along Anchor and Bay Streets, the resulting pedestrian facilities (serving residents and visitors -- including parking patrons) will eliminate barriers to accessibility for persons using wheelchairs or walkers who are subject under existing conditions to rough, disjointed, narrow paths of travel with areas of excessive cross-slopes.

Next Steps With appropriations and adoption of Resos, Staff waits for SRF AOA Once AOA is received, the sewer project NTP can be issued to contractor and CM – first deliverable is a detailed schedule In parallel, Staff to finalize TFCA and non-TFCA, non-sewer plans, acquire Ferry shoreside grant funding commitment and seek Council and Planning approvals for facilities With necessary approvals, contractor can be notified to construct bicycle and other non-sewer improvements

Recommendations Adopt Two Resolutions First: Adopt a Resolution of the City Council of the City of Sausalito: 1) Finding the Priority 1B (Spinnaker/Anchor) Sewer Rehabilitation Project exempt from the application of CEQA, 2) Finding the Project exempt from the Sausalito Zoning Ordinance Design Review procedure, 3) Making the Recommended Budget Appropriations and Contingently Awarding a Contract to Bay Pacific Pipelines, Inc. for Construction of the Project, and 4) Authorizing the City Manager to execute a construction contract on behalf of the City once the City Receives Approval of Award from the State Water Resources Control Board, Division of Financial Assistance

Recommendations Second: Adopt a Resolution of the City Council of the City of Sausalito: 1) Approving and Authorizing the City Manager to Contingently Execute a Professional Service Agreement with West Yost Associates for Construction Management and Inspection services related to the Priority 1B (Spinnaker/Anchor) Sewer Rehabilitation Project. 2) Appropriating $157,000 from the Sewer Fund (Fund 110) and $30,000 from General Capital Fund (Fund 140) to pay for Construction Management and Inspection Services.
