National Traffic Safety Programme was planned to have 3 stages: –I stage: – implementation of essential, efficient and less expensive measures. –II stage: implementation of measures proven to be effective during I stage is continued and more complex and costly measures are implemented; –III stage: – the results of the first two stages are analysed and complex, costly and postponed measures are implemented. The realization of traffic safety programme was devised through smoothly running 3-year activity plans with every year the first year being eliminated and a new year added. At the same time last year’s activities and results had to be evaluated and corrections had to be made in the activity plan for the next three years. The given activity plans are submitted to the Government of the Republic for approval by the Ministry of Economy and Communication in cooperation with ministries concerned, taking into consideration the traffic safety plans drafted by local municipal governments. Estonian National Traffic Safety Programm until 2015 For eight years the activities of the Estonian Road Administration in the field of traffic safety management have been conducted in accordance with the Estonian National Traffic Safety Programm and its priorities until When in we could state that the number of traffic fatalities remained at the lowest level in the last decades, then in the last seven years the number of traffic victims exceeded the limits fixed in the National Traffic Safety Programm 2007 expected limit was 189 and real fatalities was expected limit was 175 and real fatalities was expected limit was 154 and real fatalities was 100 PROFESSIONAALSUS AUSAMEELSUS INIMLIKKUS KOOSTÖÖ10

Estonian National Traffic Safety Programm The new plan was implemented in 2008 Political and social support needs to be achieved (the President of the Republic, the Government of the Republic, ministries the Ministry of Economic Affairs and Communications, the Ministry of the Interior, the Ministry of Education and Science, the Ministry of Social Affairs, the Ministry for Regional Affairs), including regions, county governments + local municipal governments.

The main cause of traffic accidents with fatalities in 2009 was collision with a pedestrian and the second drunk drivers Out of 1429 traffic accidents involving a human casualty 17% happened because of an intoxicated driver. This is the lowest level of the last five years. Last year 25 people died and 310 people were injured because of a drunk driver (in 2008 the numbers were correspondingly 33 and 478 people injured) Last year because of a drunk pedestrian, cyclist or motorcyclist 11 people have died and 112 have been injured. Out of traffic accidents with human casualty the most frequent one last year was a collision with a pedestrian (24% of cases). PROFESSIONAALSUS AUSAMEELSUS INIMLIKKUS KOOSTÖÖ15

The plan for traffic supervision The priority activities in performing traffic supervision: the detection of drunk drivers. The checking of the following of speed regime. The detection of drivers without a right to drive. The checking of the use of safety equipment. Ensuring the safety of pedestrians and cyclists The planning period is one year. The plan is connected with prevention campaigns of Estonian Road Administration, which will be supported in turn by the plan of prevention activities and media plan. The plan establishes the tasks of traffic supervision as to supervised areas, amount of work, and planned TISPOL, national and regional police operations. In addition to campaigns of Road Administration, the plan also includes police tasks in performing traffic supervision following from cooperation agreements and other legal acts. The plan comprises not more than 50 % of the working time of traffic supervision and the activities have been prepared for 2-month periods. PROFESSIONALISM INTEGRITY HUMANITY COOPERATION16
