Model 1: ELBAG Introduction: ELBAG – Economic Literacy and Budget Accountability for Governance  Economic literacy: provide communities knowledge and capacity on social economic background.  Budget analysis tool: facilitate communities to work on budget ( analysis, tracking, dialoging, monitoring)

Model 2: Independent Monitoring the implementation of the WB safeguard policies in the Trung Son Hydropower project in Thanh Hoa province at its preparation stage Implementers: WARECOD, PanNature, Eco-Eco, RDSC, Thanh Hoa Union of Science and Technology Associations and VRN experts Focus points: information disclosure, the consultation processes, the draft of Supplementary EIA report (SESIA), the Environmental Management Plan (EMP), the Resettlement and Livelihood Development Plan

Model 2  Basis of monitoring: Vietnamese laws, regulations and WB safeguard policies  Process:  Capacity building for members  Research the current livelihoods of affected people  Independence observer in the project consultation process  Review and make recommendations for disclosed reports  Compile and share all the findings to WB team and PMB

Model 2: Initial results  The trust built and shared objective among VRN, WB and PMB  Good collaboration and coordination between VRN and WB, PMB in the monitoring process  PMB responds to take into account our recommendations in the revised reports and make further activities as recommended (release more documents, recognise the big scale of this project, organise additional meetings to share project information at village level…)

Model 2: Initial results  Valuable and constructive recommendations made by VRN towards the improvement of EIA, SEIA and RLDP reports  Good example and practice for the public participation in monitoring the effectiveness of hydropower investment in the country  A precedent for an effective contribution of Vietnamese civil society in ensuring the aid effectiveness through development projects in Vietnam

Model 3: Link the insiders with policy makers  Support people so they become positive actors in the advocacy process (provide knowledge and skills so they understand their rights and how to promote their rights)  Create forums, dialogues for insiders to express their voice directly (status of the problems, their aspiration and desires) to policy makers

Model 3: Process  Suggestion for the draft of Law from those with experience in research and intervention of Domestic Violence  Organised emergency advocacy activities before the 12 th meeting of the National Assembly: Insider meetings, experts contributed for the draft of the Law, collaborated with the Department... To create dialogue between insiders and delegates of the National Assembly ahead of the meeting of the National Assembly

Model 3: Process  Sent information of these events to the media such as VTV, VOV and reputable newspapers  Monitor and advocate the good application of the Law on Domestic Violence in everyday life
