California Integrated Waste Management Board Overall Strategy  Focus on 2 Interrelated Fronts – Enforcement and Market Development – Strong, fair regulatory framework to protect health, safety, and environment, without stifling flow and processing of tires – Expanded business and government infrastructure for manufacturing and using tire-derived products 2
