Questions for the Panel 1

Permitting & Siting Issues 2

Routes shown are for illustrative purposes only and will be finalized as part of the permitting and siting process 6 projects under development Energy Gateway WY-CO Intertie TransWest Express Zephyr High Plains Express DC Lines Old Transmission Map Over 7,000 MW of transmission is no longer active

Routes shown are for illustrative purposes only and will be finalized as part of the permitting and siting process Active Transmission Development in 2016 Energy Gateway Gateway West Gateway South TransWest Express SWIP South SWIP North Harry Allen to Eldorado Operating

Gateway West and TransWest Express were 2 of 7 transmission projects anointed as rapid response projects The Chokecherry and Sierra Madre Wind Energy Project was named a presidential priority project None of those expedited distinctions seemed to have any impact whatsoever Any suggestions as to how we get these projects on federal lands permitted in a more reasonable time? 5

Possible Integration of the CAISO and PacifiCorp Grids 6

CAISO's wholesale customers would see between $1.8 billion and $6.8 billion in present value savings over the timeframe For PacifiCorp, the integration would result in between $1.6 billion and $2.3 billion in present value savings over the timeframe Possible Integration of the CAISO and PacifiCorp Grids E3 Study released Oct. 13, 2015 Lots of issues to overcome—could happen as early as Any comments from the panel?

New Wind Taxes? 8

The Joint Interim Revenue Committee met in Douglas last week to discuss, among other topics, possible new taxes on wind TransWest Express & Gateway West could equate to 4,500 MW of additional Wyoming wind which would generate over $1.25 billion in tax revenues in Wyoming over a 20 year period with the existing tax structure Will additional taxes place the viability of new wind projects in question? 9

Wyoming’s effort to diversify its economy— an observation by the Moderator 10

The Wyoming has been successful in attracting Data Centers to the state bringing new jobs 11 The State of Wyoming offers Data Centers: Managed Data Center Cost Reduction Grant offers cities, counties, and jointpower boards incentives to provide financial opportunities and discounted services to companies building data centers in their communities. Data Center Sales Tax Exemption : If companies building data centers in Wyoming meet certain requirements, sales tax on qualified computer equipment is exempt. Data Center Infrastructure Grant : The state offers cities, towns, and counties assistance to build the needed infrastructure for data centers. Data Center Permit Exemption : If a data-center project exceeds a certain capital investment, the company is exempt from state siting permits Wind projects bring much larger increases to the tax base and generate much greater tax revenues to the state with more new jobs compared to Data Centers plus Data Centers want renewable energy—in some cases like Microsoft— they are powered by carbon-free electrons. Any comments from the panel?

One pointed question to Bill Miller 12

How many years and through what business entities has Anschutz Corporation been conducting business; paying taxes; and creating jobs in Wyoming? 13
