Service Provider Changes Funeral Benefit The Term of Momentum came to an end and a decision was made to test the market in terms of what is available to the fund. Following an extensive Market Testing and Tender Process the decision was made to appoint Bophelo Life as the underwriter for the Funeral and Accidental Disability Benefit. Bophelo Life commenced on the 1st of February 2016.

Service Provider Changes Administration Services The Board, in April 2016, decided to terminate the services of ACA, for various reasons. A process was put in place to identify suitable alternative Service Providers, who were then shortlisted for participation in a closed tender. The PSSPF Board of Trustees has identified the new Service Provider, who will commence as Fund Administrator on 1 September 2016, which will permit sufficient time for an effective handover of all Fund data. The PSSPF Board of Trustees, on 30 May 2016, unanimously decided to appoint SALT EMPLOYEE BENEFITS as the new administrative service provider. The Board also agreed on a detailed transition management process.

Goals The PSSPF Board of Trustees, at a Strategic Session in December 2015, decided to commence the process towards self-administration of the Fund as a medium to long term goal. This, in conjunction with the establishment of a National Bargaining Council for the Private Security Sector, will greatly enhance our aim to reach total compliance with the rules of the PSSPF and all other aspects of legislation within the sector.

Benefit changes Funeral benefits have been increased to R30,000.00, which will be expanded upon during the Bophelo presentation. Death and Permanent Disability benefits are being increased from the current 30 X Fund Salary to 39 X Fund Salary, but this is still awaiting approval of the amended fund rules by the FSB. At the same time, the “Fund Salary” will be capped at a maximum of a Grade A security officer in Area 1.

Arrear Contributions as at 30 April 2016 A total of 394 AODs have been concluded, to a total value of R275,980,000, excluding legal and collection fees or late payment interest. Of that, R149,500,000 has already been collected.

Litigations As at 4 May 2016, the Fund has litigated against 111 non-compliant employers. Judgment has been granted against 18 employers, 86 matters are currently in the court process, and 7 matters have been handed over for criminal litigation. We are currently in discussions with the SAPS, NPA and the HAWKS and it is anticipated that the referral of cases to the above authorities will increase substantially once processes are finally agreed between the parties. The reality remains that the authorities are not geared to deal with s13A from a criminal point of view and the Fund is embarking on training and meetings with authorities to give momentum to the process.

Unallocated Contributions Project Started end of October 2013; The initial total unallocated contribution amounted to R320m from 1,280 employers; This number increases as new contribution for Employers are received without schedules or incorrect schedules; Completed Schedule R 854 m Allocated Monies R 646 m In Progress R 207 m

Investment values The PSSPF currently has R5.7 Billion invested, in addition to the Death and Disability Reserve account. This, despite an extremely difficult period in December 2015 and January 2016, is a significant increase over the previous year’s figure of R5 Billion. The growth over the last year averaged 10.89% after costs, while the CPI stood at 6.13%

Communications The second annual Golf Day held very successfully with Stakeholders, Trustees, Service Providers and Employers. The aim of the Golf Day is to promote compliance. The Hon Minister of Police delivered the key note address at the Banquet. Website facelift complete. Social Media Coordinator – Address to an average of 382 queries per day. Proper communication will be distributed to Employers re the handover process for the new Administrator. Also watch the website for ongoing updates. Benefit Statements will be issued during the last Quarter this year. A Newsletter in a booklet format has been distributed to all the PSSPF front offices.

PFA Complaints In 2012, the Fund had a total number of 3423 Pension Funds Adjudicator (“PFA”) Complaints, which included backlog complaints for the period 2008 to 2011. All 2261 complaints were responded to by the end of 2012. In 2013, 2014, and 2015, 1207 and 1621 new complaints were received respectively, from the PFA and were responded to accordingly. As at 28 April 2016, a total of 391 (three hundred and ninety one) complaints had been received and responded to. As a consequence the fund has not only cleared the backlog that it once faced, but has also managed to maintain a smooth and effective case flow management between itself and the office of the PFA.
