UNCLASSIFIED 2 OSD JAEC T2 Assessment JFCOM Training Priorities The USJFCOM Joint Training Plan (JTP) for FY09-FY11/FY10 Update is available on the JTIMS Public View (JTP Approved Date 2 JUL 09) and includes a list of 16 “Training Priorities” as Tab H in the JTP –The express purpose of the Training Priorities was to “…guide [USJFCOM] efforts in the development of Service Training Programs/Events” –In addition to CJCS High Interest Training Issues (HITIs), Training Priorities were a product of input from the COCOMs and USJFCOM directorates, Service components, and subordinate commands –Priorities based on 11 HITIs from May 2008 plus five additional issues: Joint Fire Support Defensive Counterair Operations (Theater Air and Missile Defense Operations) Airspace Management Combat Identification Personnel Recovery Each of the Training Priorities is further divided into one or more High Priority Training Requirements (HITRs) that are intended to serve as actionable training objectives –HITRs are combatant commander designated training requirements that require joint resources and training focus from joint force providers to achieve desired readiness to support mission capability requirements. –HITRs will normally reference an applicable joint task from the UJTL (Universal Joint Task List) or Service task list to provide the detail necessary to develop actionable training plans and guidance. There are currently 130 HITRs across the 16 Training Priorities –Encompasses 151 UJTs with 90 unique

UNCLASSIFIED 18 OSD JAEC T2 Assessment Relationship Between JFCOM Training Requirements and Accredited Tasks JFCOM identified 121 training requirements for the command and its Service components* JAEC reported that 24% of the requirements are addressed by JNTC-accredited Service training programs (T2 JIPT, 23 Feb 09) –Possibly caused confusion about the nature of the requirements Clarification: –24% of the requirements are addressed by accredited tasks in CONUS Service programs –An additional 12% are addressed by Unified Endeavor accredited tasks –An additional 42% are addressed by non- accredited tasks the programs can partially execute –22% of the requirements are not currently addressed *Presented in Tab H in USJFCOM Joint Training Plan (JTP). The 121 requirements add detail to 16 high-level “priorities,” such as Stability Ops and Joint Fire Support, which are based on the Chairman’s HITIs and input from COCOMs.
