Joint Tasks Trained in JNTC-Accredited Service Exercises Briefing to RTPP Director 4 March 2010 This briefing is UNCLASSIFIED OSD Readiness and Training Policy and Programs, Joint Assessment and Enabling Capability (JAEC)

UNCLASSIFIED 2 OSD JAEC T2 Assessment JFCOM Training Priorities The USJFCOM Joint Training Plan (JTP) for FY09-FY11/FY10 Update is available on the JTIMS Public View (JTP Approved Date 2 JUL 09) and includes a list of 16 “Training Priorities” as Tab H in the JTP –The express purpose of the Training Priorities was to “…guide [USJFCOM] efforts in the development of Service Training Programs/Events” –In addition to CJCS High Interest Training Issues (HITIs), Training Priorities were a product of input from the COCOMs and USJFCOM directorates, Service components, and subordinate commands –Priorities based on 11 HITIs from May 2008 plus five additional issues: Joint Fire Support Defensive Counterair Operations (Theater Air and Missile Defense Operations) Airspace Management Combat Identification Personnel Recovery Each of the Training Priorities is further divided into one or more High Priority Training Requirements (HITRs) that are intended to serve as actionable training objectives –HITRs are combatant commander designated training requirements that require joint resources and training focus from joint force providers to achieve desired readiness to support mission capability requirements. –HITRs will normally reference an applicable joint task from the UJTL (Universal Joint Task List) or Service task list to provide the detail necessary to develop actionable training plans and guidance. There are currently 130 HITRs across the 16 Training Priorities –Encompasses 151 UJTs with 90 unique

UNCLASSIFIED 6 OSD JAEC T2 Assessment Intent: Measure the contribution of major Service pre-deployment exercises to training required joint tasks. (Includes UE program) Performance target: 100% - met; every exercise trains at least one. Data element [data source] –Major Service pre-deployment exercises that incorporate joint tasks (HITR) [JWFC Enterprise Repository] –JNTC-accredited Service exercises executed [Service spreadsheets] Findings –Service pre-deployment programs training to at least 3 HITR related joint tasks per exercise –Minimal execution of SN and ST tasks Issues –Need to achieve the consistent entry of tasks trained data into the JWFC Repository –Not all JNTC-accredited Service training programs executed are reported in the JWFC Repository –Training objectives are not translated to joint tasks for all exercises Metric 7A: Percent of Major Service Pre-deployment Exercises that Incorporate Appropriate Joint Tasks Results:

UNCLASSIFIED 7 OSD JAEC T2 Assessment Intent: Identify possible gaps in HITI training capability at JNTC-accredited Service training programs. The benefit of this metric is the analysis of the actual HITR tasks and HITI issues not trained. Performance target: N/A Data element [data source] –Joint tasks trained at major Service pre-deployment exercises (JNTC-accredited Service exercises and UE program) [JWFC Enterprise Repository] –Joint tasks associated to (HITRs) identified to support HITIs [JFCOM JTP Tab H (FY10)] Findings –Strategic Communications, Irregular Warfare, Stability Ops, and Cyberspace Ops received little attention in FY09 and continue to do so in FY10 –39 HITRs not covered by Service training programs 3 call for Interagency understanding/involvement 4 deal with Intel requirements at the CJTF level 2 deal with medical staff assigned to a JTF Hqts 10 align to Deployable JTF Hqts as the focus 2 deal with Home station training 7 call out the use of and/or involvement of specific systems or organizations 3 deal with UAS 2 have no joint tasks identified Issues –Annual update to HITRs will cause some disconnect in JELC –Not all HITR associated tasks can be trained at Service programs (SN & ST) –Coordinate with community to identify reasons tasks are not being trained (Plan) Metric 7B: HITRs Tasks Not Trained at JNTC-accredited Service Training Exercises

UNCLASSIFIED 8 OSD JAEC T2 Assessment Total HITRs Planned to be Covered A:HITRs related to accredited Joint tasks (including those nominated for accreditation) trained in JNTC- accredited Service events P: HITRs partially related to non- accredited Joint tasks or task elements trained in JNTC-accredited Service events N: HITRs not related to Joint tasks trained in JNTC-accredited Service Events Shows that the JNTC-accredited Service training programs have dramatically increased their HITR coverage with accredited tasks: 25% in FY09 vs. 50%+ in FY10 Note two other differences between FYs –Number of HITRs: 121 in FY09 vs. 130 in FY10 –Number of accredited programs: 14 in FY09 vs. 18 in FY10

UNCLASSIFIED 9 OSD JAEC T2 Assessment Metric 7B: HITRs: Tasks Not Planned to be Trained at JNTC-accredited Service Exercises and UEs A:HITRs related to accredited Joint tasks (including those nominated for accreditation) trained in JNTC-accredited Service events P: HITRs partially related to non-accredited Joint tasks or task elements trained in JNTC-accredited Service events N: HITRs not related to Joint tasks trained in JNTC- accredited Service Events

UNCLASSIFIED 10 OSD JAEC T2 Assessment Execution of HITR-related Joint Tasks at JNTC-accredited Service Exercises and UEs, FY10 Q1 53% of total HITR-related Joint Tasks have been executed Q1

UNCLASSIFIED 15 OSD JAEC T2 Assessment HITRs by Priorities (HITIs) JFCOM Priorities sorted using HITR Focus Index, from those areas receiving the least attention (top) to those receiving the most (bottom) Bar lengths indicate percents, and the numbers in the bars show absolute frequencies Although the A:N ratio* larger for FY10 compared to FY09, the pattern is roughly the same: –Strategic Communications, Irregular Warfare, Stability Ops, and Cyberspace Ops received little attention in FY09 and continue to do so in FY10 –Exception is Personnel Recovery, which shifted from one of the areas receiving the least attention in FY09 to one of the ones receiving the most in FY10 A:HITRs related to accredited Joint tasks (including those nominated for accreditation) trained in JNTC-accredited Service events P: HITRs partially related to non-accredited Joint tasks or task elements trained in JNTC-accredited Service events N: HITRs not related to Joint tasks trained in JNTC-accredited Service Events

UNCLASSIFIED 16 OSD JAEC T2 Assessment 1QFY10 Indicates that 55 % of the required Joint tasks were executed Note: Some programs missing from data (working) –Data includes UE support as provided by BCTP Updating numbers

UNCLASSIFIED 17 OSD JAEC T2 Assessment 1QFY10 Tasks Executed 1QFY10 Indicates that 47 % of Joint tasks executed were not accredited in Service Programs Probable causes –Some related to support of UE exercises – –Training Priority changes since accreditation

UNCLASSIFIED 18 OSD JAEC T2 Assessment Relationship Between JFCOM Training Requirements and Accredited Tasks JFCOM identified 121 training requirements for the command and its Service components* JAEC reported that 24% of the requirements are addressed by JNTC-accredited Service training programs (T2 JIPT, 23 Feb 09) –Possibly caused confusion about the nature of the requirements Clarification: –24% of the requirements are addressed by accredited tasks in CONUS Service programs –An additional 12% are addressed by Unified Endeavor accredited tasks –An additional 42% are addressed by non- accredited tasks the programs can partially execute –22% of the requirements are not currently addressed *Presented in Tab H in USJFCOM Joint Training Plan (JTP). The 121 requirements add detail to 16 high-level “priorities,” such as Stability Ops and Joint Fire Support, which are based on the Chairman’s HITIs and input from COCOMs.
