NORTH CAROLINA GENERAL ASSEMBLY’S READ TO ACHIEVE PROGRAM GRADE LEVEL IMPLEMENTATION PLAN Reading Development for Retained Students Summer Reading Camp Plan for Reading at Home (if retained once) Supplemental Tutoring (if retained twice) Goal: The goal of the State is to ensure that every student read at or above grade level by the end of third grade. Annual Reporting: Accountability Measures (LEAs and DPI) Website Report Reading Interventions to SBE SBE and DPI Technical Assistance Begin Portfolio Personalized Education Plans (PEP) with Evidence Based Instructional Supports Notifications to Parents and Guardians Formative and Diagnostics Mid-year promotion 3 rd /4 th transition class or accelerated reading class Kindergarten Entry Assessment G.S. 115C-83.1A-I K1234 Retention/Elimination of Social Promotion North Carolina General Assembly’s Read to Achieve Program Grade Level Implementation Plan

Elimination of Social Promotion If student fails to demonstrate proficiency on 3 rd grade reading EOG Good Cause Exemption –Includes the Portfolio Alternative Assessment “Read to Achieve Test”

PURPOSE OF PORTFOLIO Opportunity to show proficiency other than one-day test Can be used to provide formative assessment information to teachers Equitable and uniform across state 8

COMPONENTS/INTEGRAL ELEMENTS Component 1: Evidence of benchmarking and progress monitoring with mClass Reading 3D Component 2: Evidence of Personal Education Plan, if applicable Component 3: Completion of 36 reading passages, thre e passages for each twelve standards 9 PRESENTED BY: Global Advertising and Brand Management

COMPONENT 3 REQUIREMENTS 12 standards assessed No more than 3 per week Cold read, Independent, Untimed, Cannot use passage for instruction 3 passages per standard to demonstrate proficiency Short passage with 5 multiple choice questions, 4 out of 5 correct is profiency Total of 36 Passages Logistics May receive testing accommodations Each passage can be attempted only once Passages kept in secure location in school

COLLECTING EVIDENCE Student’s primary reading teacher Scored and recorded on Student Score Summary Sheet All hard copies of attempts stored in portfolio Portfolio kept in secure, limited-access location in classroom

PROCEDURES FOR GOOD CAUSE EXEMPTION Teacher documents evidences for completed portfolio Second reader (instructional staff) verifies Principal certifies-sends to superintendent Superintendent approves Good Cause Exemption

WHICH STUDENTS NEED A PORTFOLIO? Taught with NCSCoS Having difficulties in reading Use multiple forms of data to determine reading deficiencies Can be developed for any student in class

COMPONENT 3 REQUIREMENTS 16 SchoolsIRTSPLTS Individual Teachers

TRAINING ON PORTFOLIO November 13 th 2:00-3:30 p.m. at Rural Center 1 additional person can attend with IRT 3 rd grade teacher or someone who can support 3 rd grade teachers Expectation of both to train 3 rd grade teachers Include special education teachers teaching in separate setting

TIME LINE Incomplete portfolios can be continued and completed in Summer Reading Camps Incomplete portfolios can be completed and used to show proficiency for mid-year promotion (November 1 st )
