Training on biased based policing conducted for all North Palm Beach Police employees – August There were no biased based complaints from January – December 2015 Field Contacts were reviewed. ◦ Officers continued to use field contacts throughout the Village. ◦ Officers paid particular attention to individuals who were observed loitering in and around our neighborhoods in burglary suppression tactics. ◦ A total of 244 field interviews were completed on individuals who were stopped in the Village for the year and there were no complaints of bias profiling. ◦ A total of 3,126 traffic citations were issued and there were no complaints as the result of traffic stops, conducting searches, or during investigative interviews. ◦ During our homeowners, condominium associations, and business contact meetings, there were no community concerns or issues raised by our residents concerning bias issues. ◦ Our policies and procedures, officer and individual interaction communication throughout the Village and neighboring communities all signify best practices within our law enforcement profession Professional Standards will continue to monitor our policies to insure that we continue to maintain the best practices within our profession.

STRENGTHS: The Police Department continues to receive strong resident support and wide latitude in goal accomplishments (providing a safe community environment).WEAKNESSES: Training in high liability areas was woefully inadequate (multi-year improvement underway). The majority of our offenders reside outside of North Palm Beach.OPPORTUNITIES: Continued focus on crime prevention, community policing and engagement on quality of life and code enforcement concerns. Implemented license plate reader deployment in The Village as an investigative and intelligence aid. Grant sources will be sought during this discussion as well – ImplementedTHREATS: As the economy improves, Reserve Officer deployment historically drops. The challenge will be adequate staffing without as many reserve hours worked.

(4) vehicles have been seized, adding $1, to forfeiture fund. $4,560 in seized cash added to the forfeiture account. Visibility in residential areas has increased as units have been redeployed through computer directed patrol. Continued emphasis upon community policing and increased positive resident contact in our community. Traffic is a reduced priority except for motor units.

Patrol Deployment 3-ZONES Reserve Officer Deployment 4-ZONES The Zone Maps below represent the deployment strategies of Patrol and added Reserve Officers.

COST SAVINGS Operating: Surplus Sales  Vehicles and Equipment $1, Personnel: $70, We currently have (7) non-sworn Volunteers and (22) sworn Reserve Police Officers. Total Savings of $72, STAFFING Staffing with Reserve Officers and limited overtime deployment 1250hrs. x 52 = $65,000.00

Current & Future Plans Continue highly visible neighborhood interaction/accessibility. Continue predictive/preventative directed patrol assignments. Fiscal Year 2015/2016 Village Council Goal:  Seek alternative sources of funds including grants. The North Palm Beach Police Department has implemented the following grants: Florida Department of Transportation Pedestrian and Bicycle Safety Enforcement Grant – (active) BVP Ballistic Vest Grant – (active) Continued analysis of crime trends, intelligence driven deployment of resources now underway with Analyst position filled. Increase Reserve Officers to 35 officers from 22 officers.
