3 Mandate  2011 (Durban), Decision 1/CP.17:  Agreement applicable to all under the Convention by 2015 to be effective from 2020 (Work stream 1)  Enhanced action before 2020 (Work stream 2)  2012 (Doha), 2013 (Warsaw) COP decisions require:  Elements of a draft negotiating text to be considered in December 2014 (Lima)  Communicate intended nationally determined contribution (INDC) by the 1 st quarter of 2015 – Lima to identify which information is needed to provide clarity, transparency and understanding of the ambition  Acceleration of the implementation of pre-2020 climate action

4 Current status  Four ADP sessions in March, June, October, December  So far discussion on:  Elements for a coherent draft text as the basis for negotiation in 2015  Intended nationally determined contributions (INDCs) - building confidence for Parties to come forward with ambitious INDCs in 2015  Pre-2020 ambition – technical process to unlock ambition on: renewable energy, energy efficiency, urban environments, land-use, carbon capture and storage and non-CO 2 gases  Implementing existing commitments and providing means of support  Consideration of accelerated implementation

5 Latest developments  The ADP co-Chairs have issued this week:  An informal note with reflections on the progress made so far in 2014 and proposed scenario for Lima  A Non-paper on the elements of a draft negotiating text  Draft COP decision addressing the pending mandates for the ADP and capturing the current state of progress, including:  Information to accompany the INDCs  Acceleration of pre-2020 action

6 What to expect in Lima?  A COP decision capturing the progress made in 2014, containing guidance on information to be provided with the INDC and on intensifying the negotiations in 2015  A draft text on the 2015 agreement for negotiations in 2015  Visibility of on-going international cooperation on climate action on the ground

7 How may this impact the CDM and the future carbon market?  Post non-paper: the section on cooperation and support for implementation and the section on mitigation:  Reflects the views of Parties that cooperative action through market-based and non-market-based mechanisms is expected to be needed  CDM and the new market-based mechanism are mentioned as one of the options for means of implementation to facilitate the achievement of the post-2020 ambitions through cooperation between Parties  The functions discussed for the framework for various approaches are reflected as functions to be delivered by the new agreement  Pre draft decision:  CDM-EB invited to report whether and how CDM is supporting the delivery of enhanced pre-2020 climate action

8 The road to Paris  The ADP is expected to deliver on its core mandate in 2015 – a legal agreement on the post climate regime; COP decisions to give effect to the agreement  INDCs to be communicated well in advance of Paris will indicate the collective demand post-2020  Collective action on pre-2020 ambition to be scaled- up  Four sessions in 2015 planned:  February – Geneva  June – Bonn  Second half of 2015 – time and venue TBD  November/December – Paris
