Changes to Education Delivery Removal of QTS (pay-scales) Introduce National Teaching Service (train your own teacher – costs) Expectation to join MATs - empower best leaders to influence many schools (fewer HT’s required) Introduce Education Endowment Foundation (share resources)

Impact upon Maintained Schools LA’s to facilitate the conversion of maintained schools – ideally in waves Funds will no longer be de-delegated to the LA (LA loss = £1.7m, Primary school gain £33k Secondary school gain £26k) Schools must source for themselves:- Behaviour support, EMAG, Insurance, Maternity Cover, Licenses, Subscriptions, and contingency should they fall into financial difficulties. What will schools be expected to do for themselves School Improvement The academy trust must prepare an annual report and accounts, incorporating accounting policies approved by the board of trustees, and have them audited by a statutory auditor by 31 st December. Submit a Budget Forecast Return by the 31 st July Charitable Status Autonomy = accountability

Early Years Reform New 30 hour childcare with £1bn additional funding from September ‘17 £600m will be funded from ESG. Including £300m to specifically increase the base rate – 34p Early Years Workforce Strategy

Funding year old funding challenge – funding 25% less than KS4 EFA will “intervene more closely in institutions that do not manage public money effectively” LA’s will receive their 2017/18 funding allocation based on the new 4 blocks We’ll still allocate on our local formula. There is a risk of reduced funding in 2017/18

Academisation by 2022 ish. Now will Not force Outstanding or Good maintained schools Academisation is still very much on the agenda LA’s gearing up to support academisation ( so too are 3 rd Parties) EFA will still academise “Coasting” schools EFA reserves the right to force schools in LA’s where either the LA isn’t performing or where they cannot financially support them (critical mass?!)
