CAADP - The African Union/NEPAD’s Comprehensive African Agricultural Development Programme African leaders endorse CAADP’s targets 10% of Gov budget to achieve 6% growth But it’s not a programme! It is a policy framework and a policy process Policy framework based on four pillars Policy process focused on country and REC- led agriculture and food security planning

Page 5 Why does DFID support CAADP? DFID supports CAADP’s goal to meet MDG1 DFID endorses the policy framework that AU NEPAD has developed to achieve this through pro poor agricultural growth. Designed to promote regional cooperation Its about strengthening and expanding partnerships and alliances – business, civil society. Ultimately because we support its purpose to achieve inclusive well coordinated and comprehensive agricultural food security and agricultural development strategies

Page 6 How does DFID supports CAADP? Financial support for the African organisations that lead the CAADP process and develop the policy: USAID, SIDA and DFID grant to IFPRI World Bank Multi Donor Trust Fund Political backing through advocacy Active donor coordination Investment in regional CAADP programmes currently being considered.

Page 7 What difference does CAADP make? Agricultural Growth in Rwanda before and after signing the CAADP compact (source: IFPRI, 2009)

Page 8 CAADP is gaining momentum… And crucially…. recognition by national governments and major investors CAADP provides a key focus for influencing work with African policy makers, eg. on climate change, on peer review And with other donors on coordination and harmonisation

Page 9 What should DFID do differently? Join up our work across DFID and align it with CAADP – we’re making progress with this Decide who will do what to support and implement CAADP? [and who won’t do what] Identify priorities for action
