HIGHLIGHTS GHANA’S 2014 STATEMENT OF COMMITMENTS AT SANITATION AND WATER FOR ALL HIGH LEVEL MEETING (SWA-HLM) BY HON. AKWASI OPONG-FOSU(MP) MINISTER FOR LOCAL GOVERNMENT AND RURAL DEVELOPMENT REPUBLIC OF GHANA 2014 SWA HIGH LEVEL MEETING on 11 April, 2014

OUTLINE Long Term Vision Key Sector Challenges Progress On 2012 Commitments 2014 Commitments

Water: 86% of Ghanaians have access to Water (JMP 2013) but provider base data puts access at 64% Sanitation: 13% use improved sanitation facilities and 18% practice OD. 59% use shared facilities (JMP 2013). 15% access to sanitation (MICS 2011) Ghana is hugely off-track in meeting Sanitation MDG Sanitation: 13% use improved sanitation facilities and 18% practice OD. 59% use shared facilities (JMP 2013). 15% access to sanitation (MICS 2011) Ghana is hugely off-track in meeting Sanitation MDG Inequities : A large number of un-served and underserved rural and urban women, children and schools Vision for the Sector ….Currently

Vision for the Sector …../2 Long Term Vision –Attain middle income status by 2025 –Everyone, everywhere with access to Sanitation and Water by 2025 –Eliminate Open Defecation by 2020 Focus of the next 2 years ( ) –Increase Political Commitment at the highest level with increased Resources from government to key WASH sector Agencies –Strengthen sector Governance and Accountability –Reduce Open Defaecation by 8% from the current 18% by 2015 –Deliver sustainable WASH services

Key Sector Challenges Inadequate Funding from Government and other Stakeholders for the WASH Sector Inadequate Performance Monitoring & Accountability Inadequate Sustainability of WASH services Poor Citizenry attitude towards Sanitation and Hygiene

2014 COMMITMENTS Government commits US$ 50,000,000 per annum for sanitation sub-sector. Also committed to bridging the funding gap within the next two years. Government commits to invest US$120 million per annum in Water sub-sector and target under-served population Strengthen implementation of WASH sector M&E framework, Sector reviews, CSOs and community participation by 2016 Revise the National CLTS Scale up Plan and support its implementation in all the10 Regions and the 216 all Districts by 2016 Harmonize all existing Gender and E&I frameworks, conduct E&I studies and implement recommendations by end of 2015 Equality Finance Governance and Accountability Equity and Inclusion CLTS Strengthen existing Regional and District inter- agency committees to ensure effective sector sustainability of WASH services, and Monitor implementation of SWA HLM commitments by 2015 SUSTAINABILITY
