Key Changes Consolidates Highway Safety Program funding Increased Flexibility Must incorporate requests into State Highway Safety Plans – DATA DRIVEN – Include performance metrics

Programs of National Significance Detailed in Section of the bill – Excessive Speed – Occupant Protection Devices – Impaired Driving – Crashes and Motorcycles – Aggressive, Fatigued or Distracted Driving – Law Enforcement and Traffic Supervision – Driver Education – Driver Testing – Driver Examination, including physical, mental and driver’s licensing testing – Pedestrian and Bicycle Safety

Tolling Requires that 4 Years after Enactment, all toll facilities on Federal highways implement electronic interoperability or toll collection Ordered a Study Restrictions on Number of Toll Lanes Allowable

Automated Enforcement Defines Automated Enforcement Disallows the use of federal funds for purchase, operation, or maintenance Disallowed for financial reasons

Agency Accountability Section mandates: – A triennial state management review – Each state will be reviewed at least once every 3 years for funded grant programs – Emphasis of the review is on data collection and evaluation of performance measures Comparison of state efforts to other successful programs.

Odometer Requirements Section 31205: “The Secretary shall prescribe regulations permitting any written disclosures or notices and related matters to be provided electronically.”

Driver Medical Qualifications Section Establishment of Medical Examiners Registry (1 year after enactment) Establishment of system to exchange medical examiner’s certificate electronically (5 years after enactment)

CMV Operator Training Section requires DOT regulations establishing: – Minimum entry-level training requirements For both the knowledge and skills test – A certification process for training whereby an applicant must present certification of completion of driver training.

CDLIS Section requires submission of a plan that includes: – Date by which all states shall be operating a modernized commercial driver’s license system – States must use the systems to receive and submit conviction and disqualification data – Plan must include compliance plans through September 2016

Federal Access to State Systems Section – As a condition of grant money towards system improvements, states must provide the Secretary (DOT) electronic access to all state licensing status and driver history records.
