 Housing Rehabilitation  Homeownership Assistance  Public Facilities and Improvements  Blight Removal/Demolition/site preparation  Code Enforcement  Economic Development  Acquisition and Disposition of Real Property  Public Services Consolidated Plan Basic Eligibility

 Strengthen Communities Delivery of quality public services with emphasis on youth, the elderly and people with disabilities Support programs that provide economic opportunities specifically programs that encourage redevelopment and economic opportunities Types of Programs include employment, crime prevention, child care, health, drug abuse education, fair housing, energy conservation, welfare or recreational activities Must be a new service or an increased level of an existing services Limited to 15% of CDBG grant amount in aggregate Consolidated Plan Non-Housing Priorities – Public Services

INELIGIBLE activities  NO political activities  NO construction of housing units by a unit of local government  NO operation and maintenance of public facilities/improvements  NO general gov’t expenses including construction of general government buildings  NO purchase of equipment  NO direct income payments

Meeting National Objectives Each activity must meet one of the THREE NATIONAL OBJECTIVES 1.Benefit low- and moderate-income persons (at least 70% of grant amount) 2.Prevent or eliminate blight (not more than 30% of grant amount) 3.Meet urgent needs when health and welfare are threatened

FY 2016 Funding – State of Delaware CDBG funds: $1,900,000 HOME funds: $3,020,000 ESG funds: $182,000 HOPWA funds:$247,000 All amounts are estimates

FY 2016 Funding – New Castle County CDBG funds: $2,106,344 HOME funds: $750,252 ESG funds: $170,495 All amounts are estimates

Schedule for preparation and submission of the Five-Year Consolidated Plan  Public needs hearings – November  Stakeholder consultation – November  Online surveys – open until November 23, 2014  Deadline for submission of local CDBG, HOME, ESG applications – December 15, 2014  Review / selection of CDBG, HOME, ESG projects for FY 2015 – March/April 2015  Consolidated Plan placed on public display  Final public hearings – April 2015  Local approval – early May 2015  Submission of CP and Annual Plan to HUD – May 15, 2015  FFY 2015 Federal Program Year begins – July 1, 2015

 Rapid re-housing – housing relocation and stabilization services; and/or  Rapid re-housing – tenant based rental assistance  Shelter Operations (no more than $100,000 will be available) NCC Emergency Solutions Grant Program FY 2016Allocation

If a proposal is accepted, it is possible that the approved funding level will be different from that requested. Be prepared to adjust your beneficiaries projection to align with your approved funding level. In accordance with 24 C.F.R. Part 58.22, if proposal is accepted, agencies must refrain from undertaking any physical activities or choice limiting actions until New Castle County has approved the project’s environmental review.
