Wind Operations Task Force Overview for ROS Jan 2009 mtg: WOTF is continuing work on issues #1a/b/c, 1d, 3e, and 5. The WOTF makes no recommendation to ROS on either remaining a task force or becoming a working group. Modeling Subgroup will hold its first meeting on Jan 22. Staff is developing a draft Op Guide revision for certain SPSs as discussed at WOTF. (see issue #5)

Wind Operations Task Force – status on #1a/b/c Issue 1a/b/c: Better defined voltage support requirements & practices, and SCADA control Phase 1 is a survey by staff of existing capabilities. Staff has responses from all, but just has a couple of blanks to fill in. Completion is expected within a month. Phase 2 was holding the Wind Workshop II on Aug 22 (complete). WOTF has begun brainstorming on possible action items for Phase 3. Two items are being discussed so far: 1.“Possible improvements in better coordination of all data requests and requirements.” The WOTF Modeling Subgroup, led by Brad Schwarz (E.ON) will hold its first meeting on Jan 22. But also note staff has developed an RFP for the LVRT study, which also may lead to better understanding of the information needed. Vendor selection will be next month. 2.The application of the constant power factor capability limits for all real power output levels vs constant reactive output limits. See the protocol interpretation issue.

Wind Operations Task Force – status on #1d Issue 1d: Generation Interconnection Checklist Part 1 is complete – development of the Nodal readiness metric. Part 2 – review of a voltage control test, prequalification, and synchronization test requirements – The WOTF is still waiting on a first draft from staff. Staff has a draft under consideration.

Wind Operations Task Force – status on #3e Issue 3e: Evaluating possible coordination of transmission line outages. This issue broadly spans both reliability and market concepts. The CMWG has been trying to draft some possible action that meets market needs, and the WOTF has been waiting to review such proposal for reliability concerns. Also, the CMWG has been drafting a PRR on adding a 90 day receipt / 75 day approval timeline to existing staff requirements, to coordinate with monthly TCR calculations. WOTF expects to begin working on this issue after a market proposal becomes available.

Wind Operations Task Force – status on #5 Issue 5: Alternate solutions to high frequency conditions The WOTF brainstormed on these issues last month. OOM instructions to wind resources – Staff will continue to use OOM instructions under selected conditions, but isn’t seeking further codification into the Operating Guides. Governor Response – Since Type 3 & Type 4 wind turbines can possibly provide such service, how can this capability be utilized? SPSs to run back wind resources – The WOTF discussed concepts for a potential Op Guide revision for “N-0” SPSs. Can very selective line flow information be provided to a WGR to give a more flexible guidance before tripping occurs? This may also be further discussed at QMWG. Reg down bids – Response capability is technology specific; and protocol changes would be necessary. How can we measure response of an intermittent resource?

Wind Operations Task Force – other topics Upcoming WOTF meetings: Fri Jan 30 Thurs Feb 26 Possibly March 29 or 30 The WOTF Modeling Subgroup: will hold its first meeting on Jan 22. Consideration of TASK FORCE vs WORK GROUP: The WOTF makes no recommendation to ROS to either remain a task force or become a working group. Many short-term issues will continue, but no permanent recurring work has been identified.
